Remote. Salary $45 - $65+ per hour (based on experience).
Overview
We are seeking a Contractor to coordinate and manage the implementation of a pathway pilot program between a government department and academic institutions. The Contractor will oversee program planning, stakeholder engagement, and deliverables in accordance with established Memoranda of Understanding (MoUs).
Phase 1 Responsibilities
- Coordinate the implementation of the pilot program for the 2026–27 academic year and subsequent years, guided by existing MoU considerations.
- Liaise with stakeholders, including:
- Academic and services delivery staff at partner institutions.
- Internal program and administrative teams, including leadership, program management, and legal advisors.
- Local facility leadership regarding student oversight, support services, logistics, and training programs.
- Recommend amendments to the MoU for review and incorporate approved changes.
- Prepare written quarterly progress reports.
Phase 1 Deliverables
- Work Plan: Within 14 calendar days of contract start, provide a written work plan and verbal briefing detailing methodology, key stakeholders, planning timelines, activities, objectives, schedule, milestones, resources, and constraints. Incorporate feedback and submit the final plan within 3 calendar days of receiving comments.
- Revised MoU: Recommend and incorporate approved amendments into the MoU by July 1, 2026.
- Quarterly Progress Reports: Submit written reports detailing progress, issues, mitigation strategies, and recommended MoU amendments.
Phase 2 Responsibilities (start on order, not before August 1, 2026)
- Develop MoUs for program implementation with additional academic institutions.
- Engage with stakeholders at institutions and internal teams, including legal and administrative groups, regarding program oversight and student support.
- Recommend and incorporate amendments to individual MoUs for each institution.
Phase 2 Deliverables
- Work Plan: Within 14 calendar days of Phase 2 start, provide a written work plan and verbal briefing detailing methodology, key stakeholders, planning timelines, activities, objectives, schedule, milestones, resources, and constraints. Submit final plan within 3 calendar days of feedback.
- Revised MoUs: Recommend and incorporate approved changes by April 1 prior to the first academic year of program implementation.
- Quarterly Progress Reports: Submit written reports during the first academic year at each institution, describing progress, issues, mitigation strategies, and recommended amendments. Incorporate further approved amendments by June 1 following the first academic year.
Qualifications
- Proven experience coordinating multi-stakeholder programs in education or government contexts.
- Strong project management, reporting, and communication skills.
- Experience drafting, reviewing, and amending agreements or MoUs.
- Ability to work independently and manage multiple deliverables and timelines.
- Mandatory Requirements
- MT1 Must be fluent in English. This level includes the ability to read and assimilate data rapidly, to express themselves in writing and orally accurately and with a minimum of errors, and the ability to edit complex documents without assistance and with minimal errors. Equivalent to “CCC” in the Public Service.
- MT2 Must be at least functional in French (equivalent to “BBB” in the Public Service, i.e. intermediate level in Reading, Writing, and Oral, and able to handle most work situations).
- MT3 Must have minimum of bachelor’s degree in any field.
- MT4 Must have a minimum of two (2) years’ experience in the last ten (10) years in educational design or academic change management projects (only Canadian or internationally equivalent universities or colleges will be considered). Provide a reference for the project, including name, telephone, email and position.
- MT5 Must have been employed in a senior leadership role (e.g. head of department or equivalent) at a university or college in Canada for a minimum of two (2) years in the last ten (10) years. Demonstrate via resume or CV.

Rating Criteria
- PT1 Language Ability - must be fluent in English. Indicated in resume; if bilingual, language test results must be provided. 1 point – Fluency in English at the Advanced level (equivalent to Public Service testing of "CCC") and functional ability in French at the Intermediate level (equivalent to Public Service testing of "BBB") (mandatory minimum). 4 points - English fluency at the “CCC” Public Service testing level and French fluency at the “CBC” level.
- PT2 Education – Bachelor degree. Indicated in resume and copy of diploma provided (photocopy, scan or photo acceptable). Where the subject matter is not clear from the title of a formal degree a list of courses completed is acceptable. 2 points – Bachelor’s degree (mandatory minimum); or 4 points – Master’s degree. Maximum 2 additional points – degree in education or project management. Maximum 1 additional point – additional professional certification in organizational development and/or program management from a recognized by a Canadian post-secondary institution.
- PT3 PT 3.1 – Relevant Experience – Senior Administrative Role in a Post-secondary Institution or Academic Change Management. PT 3.2 – Relevant Experience – Academic Change Management. PT 3.3 – Relevant Experience – Institutions – experience working in related institution(s). Proven experience in academic change management projects, including: name of project and postsecondary institution (only Canadian or internationally equivalent universities or colleges will be considered), outcomes of project, whether outcomes were achieved, number of months of full-time work on project, number of months of part-time work exceeding 40 hours/month (part-time months will be credited as 0.5 full-time months for scoring).
- PT4 Intersectional Analysis (Gender-based Analysis Plus) - formal training or education in the Government of Canada’s intersectional analysis methodology.
