Job Description

Reporting to the Supervisor, Vessel Operations and Marine Services, the Marine Captain Grade 1, is responsible for the operational and administrative command and maintenance of a vessel of the City of Toronto’s Ferry Service. As Captain they will utilize their marine expertise and knowledge of the Toronto Harbour to ensure the safety of their crew, freight, and ferry passengers.

As a leader, the Captain will be committed to the growth and development of their staff through performance management and taking strong initiative in the training of mates and deckhands. They will ensure the ferry boat remains in compliance with Transport Canada’s domestic ferry security regulation and maintaining MARSEC protocols.

Recognizing the importance and high profile of the Toronto Ferry Services for the City, the Captain considers their operations within the context of organizational goals and strategies, applying sound judgement and problem-solving skills to public and labour relations.

Major Responsibilities
  • Directs all operations and driving/operating of an assigned vessel in service to and from the Toronto Islands for the transportation of passengers and freight or in charter service in Toronto Harbour and the waters of Lake Ontario in the vicinity of the Toronto Islands.
  • Assumes complete accountability for the vessel, mainland and island gate management, crowd control, and ensuring the proper conduct and discipline of the crew and the safety of all passengers.
  • Selects and evaluates the performance of assigned staff.
  • Effectively trains and supervises the crew in the performance of their duties, including the safe operation, navigation and docking of the vessel.
  • Directs staff in all boat / fire drills as prescribed by Transport Canada.
  • Coordinates and controls security drills on-board assigned vessel, including exercises with other vessels.
  • Assists in the preparation of vessel budget ad monitors expenditures.
  • Directs the general maintenance of the assigned vessel, ensuring that approved standards are maintained, as required.
  • Implements the work of all assigned staff in an efficient manner and effectively handles day to day labour relations matters.
  • Provides operational support to major/special events and assist as required
  • Assist supervisor in preparation of vessel yearly TC or Class safety inspections and SMS audits and DOC (document of Compliance) re-certification.
Key Qualifications
  • Must be certified as a Master limited for vessels exceeding 60 tons (please attach a copy of your ticket to your application).
  • Must possess and maintain validity of a Radio Operator's Certificate in the Restricted Radiotelephone Operator category. (Please attach a copy of your certificate to your application).
  • Extensive experience driving verity of vessels as a Ship's Captain or First Officer.
  • Experience driving passenger ferries or equivalent small vessels within Canadian or international waters.
  • Must possess and maintain a valid personal Marine Medical Certificate and Marine First Aid Certificate.
  • Knowledge of the Toronto Harbour including, ferry service legislation, conditions etc.
  • Familiar with the administration and organization structure for security of marine vessels, security procedures of marine vessels and port, including the meaning and the requirements of the different MARSEC levels.
  • Strong understanding of crowd management ensuring safety, crowd comfort, and efficient movement at the ferry docks and on the ferry.
  • Strong leadership skills including knowledge of effectively planning and organizing training and supervising the crew of a vessel.
  • Highly developed conflict resolution and problem-solving.
  • Sound judgement including in public and labour relations.
  • Administrative skills including ability to work with Microsoft Office (Outlook, Word, excel).
  • Working knowledge of the Occupational Health and Safety Act and Regulations, applicable Collective Agreements and related Labour Legislation, Marine Occupational Health and Safety (MOSH), Marine Transportation Security Act., and Canada Shipping Act.
  • Effective knowledge of MSMSR (Marine Safety Management System Regulations) ensuring vessel operations and staff remain in compliance with SMS manuals and procedure.
  • Must be available to work evenings, weekends, holidays and overtime as required
