Position Summary

Under the general direction of the Assistant Director - Strategic Real Estate, the position will effectively help the Strategic Real Estate Division (the ‘Division’) manage the City’s real estate portfolio with a focus on developing and delivering programs to increase the City’s return on its portfolio, ensure that the City’s other departments have the real estate solutions to support their work, and to ensure sound management of real property assets within the Division’s portfolio. This dynamic role requires an individual who will continually lead the identification, development and implementation of creative and appropriate solutions for generating returns from third-party use of City lands. Lastly, the role will work with internal and external parties to implement solutions that advance the City’s strategic goals and priorities.

Major Accountabilities
  • Managing the City’s leasing and third-party land use agreements through the negotiation, drafting, and operational oversight of various land use agreements (e.g. commercial and non-commercial leases, licenses and operating agreements).
  • Direct and oversee asset planning and property management activities to ensure City-owned buildings and lands under the management of the Division are managed effectively. This oversight includes the development of asset plans, capital and operating budgets, lifecycle assessments, and prioritization of maintenance and renewal investments.
  • Negotiate and/or manage construction contracts for real property capital improvements, preventative maintenance and lifecycle replacement projects on land and related assets under the management of the Division, or in support of other City business areas where the Division is providing a project support role.
  • Support the City’s strategic decision-making by providing due diligence, risk assessments, provide advice on land‑use implications, and options for securing (both voluntary and expropriation related), granting, or disposing of real property interests.
  • Negotiate and prepare land‑related agreements such as leases, licenses, operating agreements, land title instruments, and purchase/sale documents, while ensuring alignment with City objectives and regulatory requirements.
  • Represent the interests of the Division while collaborating effectively with City departments, other organizations, government agencies and the public including, liaising with federal, provincial and municipal officials, liaising with other organizations on policy best practices for commercial leasing, the management of public lands and developments and responding to public inquiries.
  • Prepare and report out on Council reports, legal documents, financial analyses, and technical materials, which may include strata documents, disclosure statements, air‑space parcel agreements, or cost‑sharing arrangements.
  • Perform other related duties in support of the City’s real property and asset management functions as required.
Qualifications
  • University degree in a related field (Urban Planning, Business, Public Administration, Urban Land Economics, Civil Engineering, Architecture)
  • Minimum of 5 years’ experience in a professional and supervisory role in real estate, property management, negotiations and management of commercial leases, construction management, housing development in a government or non‑profit environment, or an equivalent combination of education and experience
  • An equivalent combination of education and experience may be considered.
  • Demonstrated strength in project management, asset planning, contract management, negotiation, and partnership‑building with community agencies and government partners.
  • Well‑developed business acumen and strong interpersonal, communication, and relationship‑building skills, including the ability to influence stakeholders, facilitate consensus, and navigate complex multi‑party projects.
