Title: Manager of Capital Planning and Projects

Department: Facility Services

Reports To: Director of Facility Services

Salary Range: $97,793 to $122,241

The Manager of Capital Planning and Projects is responsible for managing the planning, implementation and completion of the minor capital and large maintenance projects. The work involves technical, contractual, planning and financial activities required for project delivery.

Specific Duties And Responsibilities
  • Manages the production of contract documentation and administers contracts including correspondence, plans and specifications, approval documentation, site instructions, notice of change, change orders, contractual notices and invoices;
  • Liaises with architects, consultants, and district staff regarding the design and construction of assigned projects;
  • Completes regular field reviews of contract progress to ensure general conformance with the contract documents and prepares progress reports;
  • Reviews and approves consultant and contractor progress payment and ensures that projects stay within budget;
  • Receives and reviews as-built drawings, maintenance manuals and other close-out documents;
  • Assists in preparation of funding submission to the ministry, capital planning estimates of future projects and project budgets;
  • Liaises with the Ministry and regulatory agencies, and prepares and submits required documents/reports;
  • Prepares reports and participates in Board and committee meetings;
  • Updates and maintains facility and project records;
  • Administers contracts and agreements for assigned projects;
  • Performs all related duties as may be assigned by the Director of Facilities and Planning;
Qualifications

Required Knowledge, Skills and Abilities:

  • BC or Interprovincial Trade Qualification, diploma or degree in engineering and architecture or equivalent;
  • Project Management Professional designation from PMI is desirable;
  • Demonstrated leadership, supervisory and management skills;
  • Recognized project management skills;
  • Recognized project management skills;
  • Knowledge in construction and renovation work;
  • Knowledge of construction contract law, CCDC documents, CCAC documents, BC Building Code, public tendering practices, bonding and surety, bid deposit rules and procedures;
  • Knowledge of current building technology, mechanical, electrical, structural and civil disciplines;
  • Excellent organizational, administrative and problem-solving skills;
  • Strong technical and analytical skills;
  • Good oral and written communications skills;
  • Team and service-oriented leader with honesty and integrity and aptitude for working in a collaborative environment;
  • Valid BC Driver's License;
