Manager, People & Culture Services

City of North Vancouver

This role reports to the Director, People & Culture, and provides strategic and operational leadership to a team of People & Culture Business Partners and a Coordinator. It is responsible for delivering proactive, integrated, consultative HR services that support organisational effectiveness, employee experience, and the City’s vision, values, and strategic priorities.

Key Responsibilities
  • Lead and manage the People & Culture Services team.
  • Deliver comprehensive human resources generalist services through a client group-based model.
  • Ensure services are delivered in a proactive, integrated, and consultative manner.
  • Build strong partnerships with people leaders across the City to enable people‑centred solutions.
  • Balance operational needs, legislative compliance, and workforce sustainability within a public sector and unionised environment.
  • Act as a trusted advisor and leader, fostering a collaborative, innovative, and inclusive culture.
Qualifications and Experience
  • Strong knowledge of HR generalist practices, including disability case management, labour relations, talent acquisition, employment legislation, and collective agreement administration.
  • Demonstrated ability to lead through influence and build effective partnerships with senior leaders and diverse stakeholders.
  • Proven people leadership skills, including coaching, performance management, and team development.
  • Strategic thinking, with the ability to translate organisational priorities into practical people solutions.
  • Excellent communication, problem‑solving, and conflict‑resolution skills.
  • Commitment to equity, diversity, inclusion, accessibility, and reconciliation in the workplace.
  • University degree with a specialisation in human resources, leadership, organisational psychology, change management, or a related field, or an equivalent combination of education and experience.
  • Education or experience in organisational design & development, continuous improvement and change management, project and programme delivery.
  • CPHR designation preferred.
Essential Requirements

Applicants will be requested to provide a current Police Information Check.

Salary & Benefits

Salary range: $119,964 – $141,132 (2024 rates – salary under review). The role is exempt, offers a compressed work schedule, and includes a comprehensive benefits package.

North Vancouver, BC. Work is on site.
