IT Enterprise Architect/Strategist – Intermediate
Duration: 125 Business days + 441 Business days of extension

IT Enterprise / Strategic Architect
Responsibilities
- Lead the overall enterprise architecture assessment for client ministry portfolios
- Gather existing documentation (strategic plans, technology roadmaps, architecture documentation)
- Develop analysis of current state as it relates to the portfolio of application assets (e.g core capability, current health, technology risks, alignment to target state architecture, ability to meet business objectives)
- Conduct interviews and workshops with key stakeholders
- Map current state architecture against target state architecture
- Assess portfolio of opportunities and gaps at a micro (ministry program) and macro (ministry) level and develop conceptual architecture of a future to-be state
- Recommend strategies for integrating emerging technologies including AI for fraud detection
- Recommend priorities for future to-be state based on risk and potential impacts
- Develop a target state alignment plan
- Present insights to leadership and architecture governance committees and other identified stakeholders
- Lead development of a repeatable pattern for iterative assessments, gap analysis and recommendations for to-be state
- Assist in development of business cases for target state plans
- Provide effective knowledge transfer to Ministry staff at all stages of this assignment.
Skill Set Requirements
- Keep knowledge of enterprise architecture frameworks for structuring architecture analysis and design
- Ability to assess current state architecture for redundancy, gaps, and alignment with strategic objectives
- Skills in data modeling, governance and leveraging analytics for decision-making
- Familiarity with AI/ML concepts
- Ability to translate business goals into technology strategies and architecture roadmaps
- Competence in mapping current state to future state and identifying transition steps
- Evaluating technical and operational risks associated with modernization and AI adoption
- Facilitation skills to engage multiple stakeholders involving I&IT solutions, security, privacy, and accessibility considerations
- Ability to create clear, concise reports and presentations for leadership and governance committees
- Providing thought leadership and guiding decision making at strategic levels
- Proficiency in architecture modeling tools
- Experience with data analysis and visualization tools (e.g. PowerBI)
- Understanding of agile methodologies for planning deliverables
- Extensive experience in systems analysis and design in large systems environments
- Experience in the use of Computer Aided Software Engineering (Case) tools (i.e. PowerDesigner, Visio) and other software tools
- Aware of emerging technologies, trends and direction
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skill
Evaluation Criteria
Enterprise Architecture Expertise (40%)
- Knowledge of EA Frameworks (TOGAF, Zachman) – Demonstrated ability to structure architecture analysis and design.
- Current vs. Target State Mapping – Proven experience in gap analysis and transition planning.
- Portfolio Analysis Skills – Ability to assess application assets for health, risk, and alignment.
- Emerging Technologies – Understanding of AI/ML concepts and integration strategies.
- Architecture Modeling Tools – Proficiency in tools like PowerDesigner, Visio.
Large Enterprise / Public Sector Experience (20%)
- Experience in Large Systems Environments – Demonstrated history of working on complex, multi-ministry or enterprise-scale projects.
- Knowledge of Governance Processes – Familiarity with architecture governance committees and decision-making structures.
- Business Case Development – Ability to support strategic planning and investment decisions.
- Compliance Awareness – Understanding of security, privacy, and accessibility requirements in public sector contexts.
Analytical & Technical Skills (20%)
- Data Modeling & Analytics – Skills in data governance and leveraging analytics for decision-making.
- Risk Assessment – Ability to evaluate technical and operational risks for modernization and AI adoption.
- Visualization & Reporting – Experience with BI tools (Power BI) for clear, actionable reporting.
