Job Description

TD Securities is a global business and includes Corporate and Investment Banking, Global Markets, Research, Infrastructure, and Support & Control Functions. The TDS HR is a global team located in Canada, US, Europe, and Asia Pacific. As a Manager, HR Program Delivery, you will play a critical role in enabling our HR Business Partners and business leaders to drive strategic outcomes. You will lead the planning, execution, and governance of enterprise HR programs-ensuring delivery excellence, data-driven decision-making, and delivering on key strategic objectives. This role requires deep delivery experience with strong analytical capability, storytelling with data, and the ability to operate with influence in a complex, matrixed organization.

Key Responsibilities
Program Delivery & Execution
  • Lead end-to-end delivery of Enterprise HR programs (e.g., Talent review, Performance management, Year-end process).
  • Develop detailed project plans, timelines, and risk/issue logs; ensure milestones are met with high quality.
  • Act as a subject matter expert to lead or assist with cross-functional projects and business initiatives, while driving change during implementation.
  • Partner with HR Centers of Expertise and HR Business Partners to embed programs effectively across business lines.
  • Act as a key reference point and subject matter expert and support the business with RFPs and Audits with HR components.
  • Drive continuous improvement for non-standard or manual processes through process simplification and optimization.
  • Identify, mitigate, and report on risk issues per enterprise policy/guidance, ensuring appropriate escalation processes are followed.
  • Ensures clear communication of operational policies, programs, processes, and standards to both employees and leadership.
Data Analysis & Insights
  • Use advanced Excel skills (Power Query, Pivot Tables, complex formulas, modelling) to analyze HR data and identify trends, risks, and opportunities.
  • Convert complex data into clear, compelling insights that inform senior-level decision-making.
  • Build dashboards, reports, and executive presentations that tell a clear story and influence action.
  • Maintain strong data governance practices and ensure compliance with privacy and security standards.
Stakeholder Management & Influence
  • Act as a trusted partner to HR Business Partners, offering proactive guidance, insights, and program expertise.
  • Present program updates, insights, and recommendations to senior leaders with clarity and confidence.
  • Coordinate with cross-functional partners (Finance, Risk, HR COEs) to ensure alignment and resolve dependencies.
  • Anticipate stakeholder needs, proactively flag risks, and provide structured solutions.
Team & Culture Leadership
  • Contribute to a culture of operational excellence, accountability, and continuous improvement within the HR team.
  • Coach junior team members on program management, analysis, and stakeholder engagement.
  • Model TD's culture and values and foster collaboration across HR and the broader enterprise.
  • Provide thought leadership and industry knowledge for own area of expertise.
  • Keep abreast of emerging issues, trends, and evolving regulatory requirements, assessing potential impacts.
  • Contribute to the development of business segment and/or enterprise functional strategic priorities.
  • Act as a brand ambassador for the business area/function and the bank, both internally and externally.
Requirements
  • Undergraduate degree required; graduate degree is an asset.
  • Minimum 7+ years of related HR experience, with demonstrated expertise in program delivery and strategic HR initiatives.
  • Strong project management and organizational skills with proven ability to manage multiple deliverables.
  • Advanced Excel proficiency: Pivot Tables, advanced formulas, Power Query/Power Pivot, data modelling, and automation of recurring analyses.
  • Experience with HR systems, reporting tools, or visualization platforms (Workday, Tableau, Power BI) is an asset.
  • Strong analytical capability - able to simplify complex data and draw meaningful insights.
  • Exceptional communication and presentation skills able to adapt to the audience and can confidently present to senior executives.
  • Ability to influence without authority and build strong relationships.
  • Works efficiently in fast-paced settings, manages ambiguity well, adapts to changing priorities, and maintains confidentiality with sensitive information.
  • Advanced knowledge of multiple HR specialties, HR strategy development, HR policy, consulting principles, and banking industry practices.
