Overview
Role: HR Marketing Specialist. Reporting to the Chief Human Resources Officer (CHRO). The HR Marketing Specialist will play a key role in attracting high-quality applicants through the planning and implementation of recruitment campaigns for sworn and civilian hiring and will serve as the lead on all HR communications from the Office of the CHRO.
Responsibilities
- Strategically plan and execute comprehensive recruitment marketing campaigns and employer branding initiatives in collaboration with HR sections and other internal stakeholders.
- Oversee media channels, optimize the OPS Career website, and engage with online platforms such as LinkedIn, YouTube, Instagram, and X, and other relevant platforms.
- Participate in recruiting events to represent OPS as a brand ambassador.
- Monitor and report results of recruitment efforts to inform leadership about key performance indicators, metrics, and upcoming initiatives.
- Develop HR communication strategies for internal, external, and digital audiences to support awareness and engagement of HR initiatives.
- Draft and review all HR messaging for the Office of the Chief Human Resources Officer.
- Develop recruitment marketing and employer branding strategies to attract high-quality applicants and build a talent network and community.
- Plan and manage recruitment media campaigns (newsletters, social media posts, community engagement) and enhance OPS’s online presence; identify effective tactics and platforms for the target audience; monitor trends in social media relevant to recruitment and employer branding.
- Coordinate with HR sections to understand hiring needs and organizational goals, address recruitment challenges, and improve the candidate experience in both Civilian and Sworn recruitment activities.
- Plan and design recruiting events, including career fairs and on-campus activities; serve as a brand ambassador at events.
- Ensure efforts promote EDI principles and inclusive hiring practices.
- Utilize recruitment marketing software to execute campaigns and track results; generate monthly reports on key recruitment marketing metrics and provide insights for improvements.
- Develop and maintain monthly and ad-hoc reports on recruitment marketing performance and trends; stay informed on industry marketing trends and tools.
Qualifications
- Education: Completion of a three-year college/university degree in Communications, Marketing, Human Resources, Public Relations, or related field. Experience and formal training may substitute for education requirements.
- Experience: Minimum 3 years in recruitment marketing, social media management, employer branding, communications or related field, including: using recruitment marketing software, Photoshop, videography, and online editing tools; managing newsletters, social media, and community engagement; optimizing career sites; monitoring platforms such as LinkedIn, YouTube, Instagram, and X; generating monthly metrics reports.
- Language: English – fluency in oral, reading, and writing.
- Desirable: French or other language proficiency; experience with OPS/City of Ottawa or similar organization; knowledge of SuccessFactors/SAP or related recruitment software; experience preparing professional reports for senior management boards.
Other Requirements
- Hours: Monday to Friday day shift; occasional flexible or extended hours, including statutory holidays and weekends as needed.
- Working conditions: Standard office environment; occasional travel between OPS locations and recruitment/marketing events.
- Mandatory training: Occupational Health & Safety; Respectful Workplace; Violence in the Workplace; Accessibility for Ontarians with Disabilities Act (AODA); Ethics, Diversity, and Inclusion; Active Bystandership for Law Enforcement (ABLE); plus any additional mandatory training per the Office of the Chief.
