Qualifications:

Essential:

  • Professional accounting designation CPA or equivalent combination of education and senior-level financial experience may be considered
  • Experience in managing financial and administrative services
  • Knowledge of government financial policy, legislation and decision making processes, of financial systems, financial management principles and practices, and of administrative and contract law
  • Knowledge of financial planning, budgeting, and expenditure control principles; of accounting and budgeting in the context of government oversight of external agencies; of developing and monitoring management information systems; of the financial and political dimensions of social services funding; and of principles of accountability and good governance
  • Experience in financial risk management, audit coordination, and business case analysis (only for the Senior Financial Manager position)
  • Leadership experience in managing financial operations in a large, complex division
  • Strong organizational and time management skills with the ability to deliver results under pressure
  • Strong analytical, problem-solving, and decision-making skills
  • Strong interpersonal skills
  • Excellent verbal communication skills
  • Strong written communication skills
  • Advanced knowledge of SAP and Microsoft Office Suite (Excel, Word, Outlook)

Duties:

Finance Manager

Accountable for providing strategic financial planning and overall financial management for the Child and Family Services Division, including financial planning, analysis and reporting. Accountable for ensuring fiscal accountability in the Division, through the provision of direction, advice and support to the Division’s branches in the management of their financial resources and those of their external program delivery partners. Accountable for providing leadership, direction, focus and an integrated perspective to the accounting, financial and internal control functions in the Division including: the establishment of accounting policies and practices; the development of the Division’s annual expenditures and revenue estimates; the monitoring and analysis of budget expenditures, cash management and forecasting. Accountable for providing accurate and timely financial and management information and advice to the Division and Department Executive and senior managers, and to central agencies of Government including Treasury Board Secretariat, the Department of Finance, and the Office of the Auditor General.

Senior Financial Manager

The Senior Financial Manager provides strategic leadership and expert oversight of all financial planning, management, and reporting functions for the Division, overseeing a $1.5 billion budget and 92 FTEs. Operating within Manitoba’s Comptrollership Framework, the role critically assesses financial information from senior program leaders and guides executive decision-making to ensure fiscal integrity, accountability, and compliance with legislation and policy. This enables the Division to achieve its strategic and operational objectives while fostering inter-branch collaboration to improve access to coordinated services for Manitobans.
