Join the City of Medicine Hat as our Director - Utility Distribution Systems

Permanent, Full time, On Site

This senior management position provides strategic direction, leadership, and oversight for the Utility Distribution Systems department, including operations and engineering for the electric and gas distribution business units. Reporting to the Managing Director - Energy, Land and Environment, you will apply your leadership, managerial, and technical expertise to align with corporate objectives.

Operating under municipal ownership, you will balance sound business decisions with the public's best interests. As part of the Leadership Team, you will collaborate with internal departments to drive the City's vision, values, and strategic goals.

This position is an on-site position located in Medicine Hat, Alberta. Relocation Assistance is available for the successful candidate. Your key responsibilities
  • Lead the department's strategic planning process to develop business plans and objectives, forming the foundation for operating budgets and capital improvement plans.
  • Develop strategies that support competitive utility rates and sustainable business outcomes.
  • Provide strategic updates to the Executive Team, City Council, and committees on key initiatives and departmental goals.
  • Identify investment opportunities, monitor industry trends, and ensure compliance with all relevant laws and regulations.
  • Implement process improvements to enhance operational efficiency and effectiveness.
  • Collaborate with business unit managers to ensure effective planning and execution of asset maintenance and development projects.
  • Oversee the preparation and monitoring of operating and capital business plans in line with corporate policies.
  • Identify and implement solutions to meet long‑term departmental and organizational goals.
  • Respond to customer needs and adjust policies as required.
  • Provide guidance, coaching, and performance management to staff, holding them accountable to annual work plans and fostering a positive work culture.
What you bring
  • Strong leadership in conflict resolution, communication, and organizational skills. Proven ability to foster a positive work environment, develop succession plans, and coach both union and non‑union employees. Strong knowledge of industry regulations, including the Occupational Health and Safety Act and Utility Regulations.
  • In‑depth knowledge of electric and gas utility systems, including capital, operating, and regulated business models.
  • Excellent verbal and written communication skills.
  • Strong analytical skills and the ability to apply systems thinking to complex problems.
  • Accountable for accurate, timely, and sound judgments.
  • Skilled in contract tendering, procedures, and administration.
  • Thorough understanding of municipal budgeting principles and practices.
Qualifications
  • Successful completion of a degree in Engineering or a related field from a recognized post‑secondary institution.
  • Fifteen (15) years' experience in the utility or oil and gas industry, with a strong background in all disciplines, including (5) years in a senior management capacity.
  • Professional Engineer (P. Eng) registered or eligible for registration with APEGA or equivalent qualifications from a related field.
  • An equivalent combination of management approved education and experience may be considered.
