Job Description

As Director, Industrial and Technological Benefits (ITB), you will lead Davie’s national economic impact strategy, strengthening the company’s leadership in shipbuilding innovation, productivity, and global competitiveness.

Role

With over $200 million in investments planned over the coming years, this role is central to Davie’s commitment to go above the spirit of the Government of Canada’s ITB policy. You will lead a high‑performing team of ITB managers, negotiate impactful investments with venture capital funds, large subcontractors, and SMEs, and drive initiatives that strengthen Canada’s shipbuilding supply chain and export potential.

Key Responsibilities
  • Lead Davie’s ITB strategy and execution, ensuring alignment with corporate growth objectives and federal policy expectations.
  • Oversee the ITB components of the deployment of over $200 million in strategic investments to enhance Canadian shipbuilding capacity, productivity, and innovation.
  • Build and manage a national network of industrial partners, investors, and stakeholders.
  • Negotiate and secure ITB‑compliant investments with venture capital (VC) funds, large subcontractors, and SMEs.
  • Identify and qualify high‑impact indirect transactions that contribute to Canadian industrial growth and export potential.
  • Champion initiatives that position Canada as a global leader in shipbuilding expertise and technology.
  • Serve as Davie’s lead liaison with Innovation, Science and Economic Development Canada (ISED).
  • Ensure Davie’s ITB strategy exceeds policy requirements and fully reflects its intent.
  • Represent Davie in economic impact consultations, industry forums, and strategic policy discussions.
  • Lead and mentor a team of ITB managers, fostering a culture of excellence, innovation, and accountability.
  • Establish and monitor KPIs to ensure Davie’s ITB team is recognized as the best in Canada.
  • Drive continuous improvement in ITB processes, reporting, and stakeholder engagement.
Qualifications
  • Minimum 10 years of experience in ITB / value proposition (VP) strategy, industrial development, or investment negotiation, ideally in defence, marine, or infrastructure sectors.
  • Proven track record of securing and managing large‑scale industrial investments and partnerships.
  • Deep understanding of Canadian federal procurement and ITB / VP policy frameworks.
  • Strong network within Canadian industry, VC ecosystem, and government stakeholders.
  • Exceptional leadership, negotiation, and strategic planning skills.
  • Ability to travel occasionally within Canada.
