Bilingual Communications Officer

Job Type: Temporary.
Initial Term: From December 1, 2025 to November 26, 2026
Compensation: From $37.84 to $52.90 per hour, according to experience.
Regular Work Hours: 7.25 hours per day not including unpaid lunch break, to be worked between the client's business hours of 8 am to 4:30 pm, Monday to Friday (36.25 work hours per week).
Work Location: Currently hybrid, with a minimum of 2 business days to be worked onsite, at client's downtown Toronto office near TTC station. Onsite work expectations subject always to client business requirements, and may change according to client business need.
Position Reports To: Communications Manager

Responsibilities Summary
  • Plan, develop and implement assigned communications projects, and provide communications advice and support to operational teams related to bilingual communication project plans and messaging. Identify key target audiences and stakeholder information needs, and determine most appropriate communication strategies, events and products to meet objectives.
  • Research, write and produce electronic and print communications and promotional materials in French and English, including infographics, videos, website content, newsletters, bulletins, brochures, news releases, articles, reports, and internal and external briefing materials. Review and coordinate approval of communication content for public communication products in French.
  • Conduct research to assess public environment and provide advice on new trends and developments. Exchange information with colleagues in other jurisdictions, and participate on inter-ministry communication committees and project teams as required.
  • Research industry developments in new media technology. Identify and assess the potential of technology and products to facilitate business communications and delivery.
  • Develop and advise on development and execution of Requests for Proposal as required. Liaise with vendors on service deliverables and timelines and monitor service performance.
  • Assist in providing responses to media inquiries as required. Advise on messaging, monitor media coverage, and distribute relevant clippings to senior management.
  • Liaise with internal client groups and diverse internal and external stakeholders including other ministries and jurisdictions, stakeholder group representatives, the media and the general public to provide information and respond to inquiries as required.
  • Additional corporate communications responsibilities as required.
Qualifications

Education: Post Secondary Degree in Communications or similar discipline.
Preferred Work Experience: At least 5+ years of progressive experience in corporate communications.
Preferred Sector Experience: Public sector corporate communications experience preferred. Government program experience preferred.

Technical and Language Skills Requirements
  • Strong MSOffice proficiency including Word and PowerPoint (will be tested).
  • Proficiency with HTML or similar software application (may be tested).
  • Superior verbal and written communication skills in both French and English, to convey information in a clear, concise, audience appropriate manner (will be tested).

  • Advisory, consultation, presentation and influencing skills to provide technical advice, guidance and recommendations. An interpersonal skills assessment may be requested.
  • Demonstrated experience with communication theory, principles, practices, methods, techniques, trends and standards, including web writing and communication.
  • Demonstrated project management and coordination experience. Demonstrated ability to apply project management principles, methodologies and best practices.
  • Research and analytical skills to conduct research, perform scans and assess the public environment.
  • Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines.
  • Proven ability to professionally handle confidential information and exercise good judgement in the interpretation and application of instructions and organization policy.
  • Superior attention to detail, and organized, methodical approach to completion of tasks.
  • Advanced organizational, coordinative and time management skills, with the ability to prioritize tasks effectively for self and others, meet tight deadlines and work well under pressure.
  • Strong relationship management skills including client and vendor relations management, business networking, negotiation, change management and consulting/advisory skills.
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.
Additional Requirements
  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite, abiding by organization health and safety policies.
  • Ability to promptly provide qualified employment references, who are available to speak with either Marberg or Marberg's client.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Demonstrated satisfactory French and English language fluency, both written and verbal.
  • Ability to provide a satisfactory professional portfolio in both French and English upon request.
  • Ability to complete an online interpersonal skills assessment upon request.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Additional satisfactory Background Checks, Technical Skills Evaluations, and Employment References as required.
