Senior Manager, Workforce Planning & Operations

Description
Working alongside the FIFA Workforce Management team based in Zurich and reporting to the FIFA27 Head of Workforce, the Senior Manager, Workforce Planning & Operations is responsible for executing all workforce planning phases and processes, ensures the organisation has the right talent in the right roles at the right time.
Key Responsibilities
Workforce Strategy & Planning
- Implement the strategic planning and oversight of Workforce Planning & Operations for the FIFA Women’s World Cup 2027 (FWWC2027)
- Lead the end-to-end eorkforce planning process for the delivery of FWWC2027 to cover all workforce types at FIFA27 (paid staff, freelancers, tournament-time hires, secondees etc.)
- Collaborate closely with the FIFA Workforce Management team to develop and manage an integrated workforce planning process, ensuring appropriate and optimized resources to deliver the agreed service levels.
- Identify & assist with the development of all workforce types and define entitlements for each category.
- Establish and communicate a centralised headcount plan to serve as the single source of truth for planning and access to data
- Lead change management processes to support continuity in planning and execution
- Input into the workforce overall budget, calendar and to the overall workforce strategy
Workforce Operations & Management
- Deliver and manage the operational plans for all aspects of workforce operations at tournament time, including the design and delivery plan of site operations for workforce
- Scope all physical operation spaces, overlay, technology and other requirements associated with workforce delivery on site
- Develop and coordinate business process and scope of requirements for workforce systems to support on site operations at tournament-time
- Contribute to and deliver the workforce operations role specific and venue specific training
- Build and manage the schedule for of the workforce operations team
- Collaborate, support and motivate a large team of paid staff and volunteers who will deliver workforce operations on site
- Collaborate with the wider workforce team on a day-to-day, operational basis
- Manage logistics and operational requirements at tournament time such as office setup, internal communications, and event-time services (e.g. rewards, certificates, final match celebrations)
- Coordinate with HR and leadership on sensitive personnel matters
- Provide guidance and support to workforce operations venue managers at tournament-time
- Draft and communicate policies and procedures to ensure a consistent and positive workforce experience during events
- Define workforce service levels and contribute to the development of an entitlement’s matrix
Collaboration & Stakeholder Engagement
- Partner with cross-functional teams (e.g. Accommodation, Travel, Transport) to prioritise workforce needs
- Build and maintain strong client focused relationships with all functional areas and work to update and confirm detailed site requirements for all areas.
- Coordinate with wider workforce, HR and leadership on sensitive personnel matters
Technology & Innovation
- Provide input into the development and optimisation of Workforce technology tools and platforms
- Support digital transformation efforts to enhance workforce efficiency and communication
YOUR PROFILE
Work Experience
- Minimum of 8 years of work experience, with at least 2 years in a similar role within workforce planning or operations at an international events and/or sports industry.
- Strong knowledge of modern workforce planning systems, tools and practices.
- Experience in leading operational venue teams at large-scale events
- Expertise in data and decision making governance related to workforce planning in a complex environment.
- Demonstrated ability to project manage, prioritize effectively, and work independently.
- Demonstrated ability to lead team members and influence performance through positive leadership techniques.
- Strong communication skills, both written and verbal.
- Demonstrable adaptability and examples of where you’ve acted as a facilitator and/or negotiator.
- Experience working within a multicultural and or multinational organisation.
Languages
- Fluent in English, both written and spoken
- Fluent/Advanced Portuguese
Technology
- Proficient in MS Office tools (Word, PowerPoint, Visio & advanced Excel)
- Proficiency in using project planning tools such as WeTrack and Monday.com
- Experience with workforce system implementations advantageous
