Context

The Testing and Commissioning Manager – Systems is responsible for planning, leading, and overseeing all systems-related testing and commissioning activities within large-scale PMC (Project Management Consultancy) infrastructure projects, particularly in the rail and transportation sectors. The role ensures systematic delivery, integration, validation, and handover of systems (such as signaling, telecommunications, SCADA, power, and related subsystems) in compliance with technical, quality, and safety standards

Missions/Main Duties
  • Develop and implement comprehensive testing and commissioning strategies, plans, and procedures for systems and subsystems.
  • Review design and interface documentation to identify requirements and constraints affecting systems commissioning.
  • Lead, coordinate, and supervise multi-disciplinary T&C teams, including contractors, vendors, and third-party testers.
  • Monitor and manage progress against project testing and commissioning schedules; proactively highlight and address risks and blockers.
  • Oversee the on-site execution of testing, integration, troubleshooting, and validation for systems such as signaling, SCADA, telecom, power, and MEP.
  • Ensure adherence to relevant standards (IEC, IEEE, EN, etc.), contract specifications, client requirements, and industry best practices.
  • Review and approve Method Statements, Inspection Test Plans (ITPs), and system-specific commissioning documentation.
  • Manage cross-functional collaboration with system design, construction, operations, and safety stakeholders.
  • Oversee the preparation, submission, and validation of all testing & commissioning records, reports, and as-built documents.
  • Lead the end‑to‑end systems integration process, ensuring seamless interoperability between signaling, rolling stock, telecom, power, platform systems, and control centers.
  • Lead technical workshops, readiness reviews, and T&C governance meetings to ensure alignment across all stakeholders.
  • Manage the Design and Build contractor’s Factory Acceptance Testing, System Integration Testing, and Site Acceptance Testing for complex railway systems, ensuring full technical compliance, seamless system integration, and a smooth handover to operations.
  • Ensure the smooth and traceable handover of systems to the client including final acceptance, training, and operational readiness.
  • Maintain strict compliance with safety management systems and risk controls during all T&C activities.
  • Provide leadership and mentorship to junior engineers and commissioning staff.
Profile/Skills
  • Bachelor’s Degree in Electrical, Electronics, Communications, or Systems Engineering or related discipline.
  • 10 - 15 years’ relevant experience in testing and commissioning roles in large-scale infrastructure projects (rail/metro/transport preferred).
  • Proven track record of managing and delivering systems T&C for major PMC projects.
  • Deep knowledge of systems integration, validation, and acceptance processes.
  • Strong understanding of international codes, standards, and regulatory frameworks for systems T&C
