Job Summary

Apt Resources is seeking a Technical Learning and Development Senior Officer for our client in the utilities and energy sector in Qatar. The ideal candidate will manage and oversee technical training and development programs for newly recruited technical trainees and existing employees.

Key Responsibilities
  • Plan, coordinate, and support technical training and development programs locally and overseas.
  • Manage development programs for newly recruited technical trainees from high school or diploma backgrounds.
  • Coordinate with educational institutions and technical training providers locally and internationally.
  • Monitor trainee performance, attendance, and progression.
  • Manage technical training schedules, assessments, scholarships, and related documentation.
  • Handle trainee counselling, disciplinary actions, and performance issues in coordination with internal committees.
  • Coordinate training logistics including travel, visas, accommodations, and training facilities.
  • Track training budgets, expenses, and process invoices through HR systems.
  • Support continuous improvement initiatives within technical learning and development as per market standards.
Qualifications
  • Bachelor’s degree in Business Administration, Human Resources, Engineering, or a related field.
  • Minimum 8 years of experience in learning and development or technical training roles.
  • At least 3 years in a role with increasing responsibility or leadership exposure.
  • Strong experience managing technical training programs and trainees.
  • Good understanding of power, energy, or water sectors.
  • Strong stakeholder management and coordination skills.
  • Excellent communication and reporting skills.
  • English is required; Arabic is an advantage.
