FUNCTION AND SCOPE (SUMMARY)

The Program Manager is responsible for the overall management of assigned programs/projects and development of program management processes covering initiating, planning, executing, controlling, coordinating and implementing various activities to ensure that goals, objectives and program key performance indicators (KPIs) are accomplished according to scope, schedule, cost and quality objectives.

DUTIES AND RESPONSIBILITIES
  1. Works closely with and under the direction of the Head of PMO in coordinating and providing direction to program planning and execution.
  2. Supports the development and management of metrics for reporting and decision making.
  3. Communicates status of activities, performance, risks and issues to internal and external customers.
  4. Defines and directs the execution of program/project goals.
  5. Develops program charters and program management plan (PMP) and integrated master schedule.
  6. Directs the development and management of program/project budget and resource loading.
  7. Manages the effective achievement of program management team objectives – setting individual objectives, managing performance, developing and motivating employees, provision of formal and informal feedback and appraisal – in order to maximize subordinate and program team performance.
  8. Monitors team performance through Key Performance Indicators (KPIs).
  9. Conducts performance reviews.
  10. Manages the development and establishment of the program or project management processes or methodology for the program.
  11. Supports program and project managers in data gathering and analysis for the purpose of developing program plans, and reporting program performance and status.
  12. Ensures that programs are being monitored through metrics and KPIs in order to provide management with accurate assessment of the current status and performance. Supports the program business rhythm framework to avoid excessive cost and schedule overruns.
  13. Provides input to program plan.
  14. Provides advice and guidance to team members to keep them aligned and achieve team goals and objectives.
  15. Develops the team by providing trainings to increase proficiency levels and ensure team members consistently deliver the required performance.
  16. Provides inputs to program integrated plan.
  17. Leads project teams and facilitates the communication and interaction amongst team members.
  18. Prepares presentations for executives and managers.
  19. Manages engines/programs/projects and manages the day‑to‑day activities of the team.
  20. Manages high level risks and develops mitigation plans.
  21. Manages issues and develops resolution plans.
  22. Analyzes data and converts into usable and valuable information.
  23. Develops framework and templates that would enable programs to effectively manage, control and report risks, issues and opportunities.
  24. Supports the program business rhythm framework in order to support program management activities in different program levels.
  25. Develops metrics and other tools to efficiently manage and control programs or projects, and accurately monitor and report status.
  26. On an ongoing basis, examines current operational processes to identify and implement potential operational improvements that will positively impact upon service, safety, environmental and cost performance.
  27. Manages effectively the achievement of the objectives through assisting the Department Head in managing the maintenance operations – setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximize the performance of the maintenance staffs.
  28. Ensures compliance to all relevant safety, quality and environmental management policies, procedures and controls across the Maintenance Operations at the Facility to guarantee employee safety, legislative compliance, delivery of high quality aircraft maintenance service and a responsible environmental attitude.
  29. Contributes towards the ongoing review of the physical condition of the Facility operational assets to ensure that those assets are in a suitable condition to allow the company to fulfil its strategic objectives and comply with any relevant legislation.
  30. Manages the implementation of operational business processes at the Facility which will facilitate the identification and consistent application of maintenance best practice and the realization of synergies across the maintenance operations at the Facility.
  31. Recommends efficient budget planning and assists the Head of PMO in monitoring financial performance versus the budget so that the business is aware of anticipated costs, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized.
  32. Recommends improvements to the maintenance operations policy and manages the implementation of procedures and controls covering all areas of maintenance operations activity at the Facility, so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost‑effective maintenance service to the customer.
  33. Develops and implements organizational and functional charts to establish lines of authority and specific responsibilities.
  34. Sponsors opportunities to take part in change initiatives, programs and projects that reflect international best practices and changes in the competitive environment.
  35. Ensures direct reports adhere to and support all relevant safety, quality and environmental management policies, procedures and controls, promoting employee safety, legislative compliance and a responsible environmental attitude.
  36. Implements the day‑to‑day operations assigned for the section to ensure compliance with the established standards and procedures.
  37. Prepares statements and reports, timely and accurately to meet GAL and departmental requirements, policies and standards.
  38. Prepares function statements and reports in a timely and accurate manner to meet the requirements of GAL and department policies and standards.
  39. Performs other related duties or assignments as directed.
SUPERVISORY RESPONSIBILITY
  • Educates and continuously guides the staff on how to comply with rules and regulations and on the formalities and procedures followed in carrying out planned and un‑planned department tasks.
  • Setting performance goals with clear deadlines for the direct reports in ways that comply with company's plans and vision.
  • Responsible for oversight, guidance and counseling and all administrative duties such as appraisals, scheduling, attendance, etc. of all employees assigned to department.
  • Responsible for the scheduling; controlling work hours and overtime if applicable.
  • Support functional and cross‑functional collaboration with internal team members in response to business requirements.
  • Organizing workflow and ensuring that employees understand their duties or delegated tasks.
  • May delegate authority as necessary but maintains responsibility of all issues pertaining to the section/department.
  • Assists team members with technical issues or advanced problems with given assignments.
  • Supports and develops opportunities to encourage knowledge and skill transfer to the UAE National workforce.
  • Manage, coach and develop a high performing department team that meets agreed objectives and delivers best practice results, added value and continuous improvements.
  • Set departments objectives/KPIs and review and assess ongoing performance of staff.
