Job description
Job Purpose

Support the Dugas EHSQ Manager in building and embedding a robust Process Safety Management System. Lead process safety training, audits, documentation, and performance reporting in line with GEHS, Dugas, and industry best practices.

Drive the development and execution of Dugas’ process safety and risk management programs, aligned with ENOC’s EHSQ strategy and Operational Excellence framework. Ensure design, technical, and operational integrity while maintaining regulatory and industry compliance.

Facilitate incident investigations, root cause analyses, and training sessions. Strategize and implement proactive measures to manage process safety risks and prevent incidents across the asset lifecycle of all projects.

Principal Accountabilities
  • Develop Dugas Process Safety Management System (PSM) Framework.
  • Compile KPIs for Process Safety.
  • Align Dugas PSM system with ENOC GEHS management system.
  • Design and cascade safety training for Dugas staff. This include, PSM, Risk Assessment / JSA & PHA, MOC, Emergency Response and Incident Investigation (RCA).
  • Investigate industrial / process incidents and develop RCAs using Tap Root methodology.
  • Play key role in FRA, SIL, EERA and MOC. Play key role in HAZOP studies for new projects and / or new modifications in Dugas, by supporting other Dugas departments.
  • Develop, maintain and update Audit Tracking System. Ensure that all findings from External & Internal Audits, Incident Investigations and Committee meetings are appropriately closed.
  • Update and align existing Dugas EHS Management System with ENOC system.
  • Update and align existing Dugas Emergency Response Plan with ENOC Plan.
  • Support to maintain and update Dugas Fire Unit Pre-Plans / Pre-incident Plans. Play active role in table top exercises and Drills in Coordination with Operations.
  • Develop Dugas Risk Management Procedure.
  • Establish and sustain Management of Change process, including PSSR
  • Support in Facility Siting as required
  • Conduct PSM Training for all levels of Dugas employees
  • Act as the PSM focal point for managing the EHSQ Operational Risk Management Processes for Dugas as per regulatory requirements, group standards and international best practices.
  • Develop and continuously improve a risk-based process safety management and operational excellence strategy, framework and requirements aligned to ENOC EHSQ management system in close collaboration with various internal and external stakeholders to assure design integrity, technical integrity and operations integrity, and to effectively manage process safety risks which safeguards people, environment, assets, reputation and confidence of ENOC stakeholders in a sustainable and optimized manner.
  • Develop and maintain standards, procedures, specifications, guidelines and assurance plans for process safety & risk management aligned with principles and framework of ENOC Operational Excellence.
  • Embed industry best practices through active participation in internal and external networks and serves as a key contact for managing relationships with external agencies relevant to the process safety and risk management.
  • Establish and lead the implementation strategy of process safety & risk management program in Dugas. Provide implementation support and advice to Dugas to help achieve the delivery of an efficient and effective process safety management.
  • Build relationships and develop a strong partnership with operations, maintenance, projects and leadership across Dugas to engage in process safety initiatives. Help Dugas to establish a process safety culture with the ability to influence across all levels.
  • Oversee and monitor process safety risk management in Dugas and projects to assure that process safety risks are being managed in line with ENOC requirements. Intervene, and elevate to Dugas leadership in case of risks moving into intolerable region.
  • Ensure integration of process safety management into projects right from conceptual stage to the commissioning of the facilities including reviewing project designs and specifications. Assure compliance of project designs with local regulations, international best practices and ENOC group standards.
  • Accountable for the independent barrier/SCE verification and assurance of process safety management in Dugas through appropriate KPIs.
  • Play a key role in local professional bodies by sharing international best practices in Process safety domain.
  • Carry out assurance audits on Mechanical / Technical Integrity
  • Establish Process Safety in capital projects
Minimum Requirements
  • A Graduate Engineer from one of the disciplines: Mechanical, Chemical or Electrical/Instrumentation.
  • Minimum industrial experience of 20 years of experience in Petroleum industry of which at least 10 years of experience with a proven track record of developing, leading, implementing, and sustaining a Process Safety and risk management program including design reviews and development of EHSQ specifications & standards. Direct experience in oil & gas process plant operations and / or process engineering is highly desirable.
  • Should possess diplomas/certifications in the field of EHSQ/Process Safety/Risk Management
  • Ability to influence and lead in process safety and operational excellence
  • Sound knowledge of international EHSSQ codes and standards and best practices pertaining to Health & Safety and Process Safety Management (PSM).
  • Ability to develop, implement, and sustain in process safety and risk management policy, procedures, standards, and practices.
  • Excellent communication (verbal and written) and presentation & facilitation skills to influence internal/external key stakeholders
  • Good writing and verbal skills using English
  • Must have good ‘analytical and problem solving’ and ‘negotiation skills’
  • Strong transformation and change management capability with the ability to influence at all levels of the organization
  • Good knowledge of Office Automation products (MS Excel, Word, Project Management & PowerPoint).
