Job description

Al Jomaih Energy & Water (AEW) headquartered in Saudi Arabia, is a fast-growing investor, lead developer, and operator of utility and infrastructure projects in various geographical markets such as KSA, GCC, Asia & North Africa, with investments in 6 GW of Conventional and Solar power plants, and around 700,000 m3/day of water. AEW was established in 2007, as a subsidiary of Al Jomaih Holding Company, a leading Saudi conglomerate with a legacy spanning over 80 years, focused on enabling sustainable, social, and economic progress in the Kingdom of Saudi Arabia and beyond. At AEW, our mission is to tackle new technologies, solve complex problems, and leverage our expertise to unlock opportunities in the Power, Renewables & Water Sectors, while driving impact for our stakeholders across the value chain. This is a greenfield CCGT project to be constructed with a net power capacity of 2400 MW, together with its ancillary equipment, associated infrastructure and facilities. The Project comprises the Plant and associated Electrical Special Facilities (ESF). The Plant will be located inland at a site situated approximately 50 km north-east of the City of Abu Dhabi. This role offers a unique opportunity to engage in the full lifecycle of the project, from design and engineering to construction and operation, all within a dynamic and innovative environment. This project promises stability and long-term impact.

Overview

As the HSE Officer for the Project Company, you will play a pivotal role in overseeing the Health, Safety, and Environment aspects of the project. Working collaboratively with the Engineering, Procurement, and Construction (EPC) contractors, you will be responsible for ensuring the highest standards of safety are maintained throughout the entire construction period.

Responsibilities

• HSE Oversight: Implement and enforce HSE policies and procedures on the construction site.
• Conduct regular site inspections to identify and address potential hazards.
• Collaborate with EPC contractors to ensure compliance with local and international HSE regulations.
• Risk Assessment: Perform risk assessments and provide recommendations for risk mitigation.
• Develop and implement emergency response plans to address potential accidents or incidents.
• Training and Awareness: Conduct HSE training sessions for project personnel and contractors.
• Promote a strong safety culture by fostering awareness and understanding of HSE policies and procedures.
• Incident Investigation: Investigate accidents, incidents, and near-misses to determine root causes and implement corrective actions.
• Maintain detailed records of all incidents and their resolutions.
• Documentation and Reporting: Prepare and submit regular HSE reports to project management.
• Maintain accurate records of safety inspections, audits, and training sessions.
• Compliance: Ensure that all project activities comply with relevant HSE legislation and standards.
• Collaborate with regulatory authorities and conduct necessary permitting activities.
• Emergency Response Coordination: Develop and implement emergency response procedures and coordinate drills.
• Liaise with local emergency services to ensure a rapid and effective response in case of emergencies.

Qualifications

• Bachelor’s degree in occupational health and safety, Environmental Science, or a related field.
• 3 to 5 years of proven experience as an HSE Officer in large-scale construction projects (CCGT) in the energy sector or EPC projects.
• In-depth knowledge of local and international HSE regulations and standards.
• Strong communication and interpersonal skills.
• Relevant certifications in HSE (e.g., NEBOSH, OSHA) are highly desirable.
