Job Purpose
The HSE Manager will be responsible for implementing, monitoring, and maintaining Health, Safety, and Environment (HSE) standards across facilities management operations. Working closely with the Facilities Management team and service providers, the role ensures compliance with UAE HSE regulations, promotes a safe working environment, and drives continuous improvement in HSE performance.
Transition Phase
- Conduct HSE inspections during asset condition assessments.
- Identify HSE compliance and non-compliance issues and prepare detailed reports.
- Develop and implement HSE inspection checklists and an inspection plan, including inspection frequencies.
- Establish HSE reporting, communication, and escalation procedures with service providers and internal stakeholders.
Operations Phase
- Liaise with Facilities Management contractors and managers to ensure HSE compliance across all operations.
- Conduct regular HSE inspections of contractors’ operations and maintenance (O&M) services.
- Prepare and issue monthly HSE performance reports to senior management.
- Investigate incidents and issue HSE incident reports as required.
- Monitor, track, and follow up on corrective and preventive actions to ensure full compliance.
- Provide regular HSE updates, feedback, and recommendations to senior technical and operational management.
Required Skills Experience of
- Strong knowledge of UAE HSE regulations, particularly related to MEP systems and FM services.
- Experience developing and implementing HSE policies, procedures, and inspection programs.
- Proven ability in HSE inspections, audits, and incident reporting.
- Experience ensuring HSE compliance of FM contractors against contractual obligations.
- Sound knowledge of Permit to Work systems and compliance management.
Qualification and Experience
- Minimum 5 years’ experience in Facilities Management operations within the UAE or Middle East.
- Minimum 3–5 years’ dedicated HSE experience.
- NEBOSH or equivalent Occupational Health & Safety certification.
- CITB Safety Training Certificate.
- Hazard Identification Certificate.
- Permit to Work Certificate.
- ISO 9001/2000 Lead Auditor Certificate
