Job Brief
The HSE Engineer will be responsible for implementing and maintaining Health, Safety, and Environmental practices in compliance with the region's regulations and international standards.
The ideal candidate will have prior experience in the energy, oil & gas, or power sectors, with strong knowledge of HSE protocols, IMS, and risk management.
Responsibilities
- Develop and implement HSE plans, procedures, and risk assessments.
- Support project and workshop teams in enforcing safety protocols.
- Conduct regular HSE audits, meetings, and maintain up-to-date documentation.
- Coordinate with local authorities and manage ISO certifications (QMS, EMS, IMS).
- Lead safety training programs across projects and workshops.
- Monitor hazardous exposures and ensure safe operation of machinery and equipment.
- Develop emergency plans, heat stress management strategies, and safe operating procedures.
- Prepare Risk Assessments and Job Safety Analysis (JSA) as per project needs.
- Provide guidance on PPE usage and support procurement of safety consumables.
- Maintain HSE logs and reports, and ensure communication with management / clients.
- Develop a training plan and matrix to track staff HSE training requirements.
- Audit workshops for non-conformance and ensure close-out and preventive actions.
- Conduct safety awareness sessions as per government mandates.
- Develop and maintain Phoenix HSEMS in line with the region's regulations.
- Manage preventive maintenance planning for workshop machinery.
- Organize and conduct Management Review Meetings; circulate MOM to management.
Qualifications
- Bachelor’s degree in Mechanical Engineering with 3–5 years of relevant experience within the Powerplant industry
- Certifications : NEBOSH, IOSH, Fire Safety Training, Emergency First Aid
- Must have prior HSE experience in energy, oil & gas, or power sectors
- Strong interpersonal and communication skills
- Experience with IMS, ISO systems, and HSE documentation
- Willingness to travel occasionally for short-term assignments
- Ability to work on weekends and handle multiple tasks
