Job purpose
To manage and oversee all financial, budgeting, costing, and reporting functions of the E-Government entity, ensuring effective financial planning, cost optimization, budgetary control, and compliance with government financial regulations. The role has a strong focus on costing, project financial management, and digital initiatives to support sustainable digital transformation across the Government of Ras Al Khaimah.
Key responsibilities
- Financial Management & Control
- Manage the entity’s financial operations, including budgeting, forecasting, expenditure control, and financial reporting.
- Ensure compliance with RAK Government financial regulations, DoF circulars, and approved financial policies.
- Oversee month-end and year-end financial closing, accruals, and financial reconciliations.
- Coordinate with DoF, and other oversight entities on financial matters.
- Budgeting and planning
- Lead the preparation, execution, and monitoring of annual and multi-year budgets (BAU, Projects, and Employment Cost).
- Monitor budget utilization and identify variances, risks, and required corrective actions.
- Support budget transfers, supplements, and carry-forward requests in coordination with DoF.
- Ensure alignment of budgets with approved digital strategies and government priorities.
- Costing & cost control
- Develop and maintain costing models for:
- -Digital platforms and shared services
- -IT infrastructure, cloud services, licenses, and maintenance contracts
- -Digital projects and transformation initiatives
- Perform cost-benefit analysis, unit costing, and lifecycle costing for IT and digital initiatives.
- Support feasibility studies and financial justifications for new digital projects.
- Analyze cost drivers and recommend optimization and efficiency measures.
- Ensure proper allocation of shared costs across government entities where applicable.
- Project financial management
- Oversee financial planning and cost tracking for digital and IT projects.
- Monitor project expenditures against approved budgets and milestones.
- Support PMO and technical teams with financial insights on project progress, delays, and cost.
- Ensure correct financial treatment of project costs (capital vs operational).
- Governance, system reporting
- Ensure effective use of government financial systems (e.g. ERP / SAP).
- Prepare financial dashboards, management reports, and analysis for senior management.
- Support internal and external audits and ensure timely closure of audit observations.
Qualifications and Experience
- Bachelor’s degree in finance, Accounting, Cost Accounting, or related field.
- Professional certification preferred (CPA, CMA, ACCA, or equivalent).
- Minimum 8–10 years of relevant financial experience, preferably in government, semi-government, or large organizations.
- Strong hands-on experience in costing, budgeting, and project financial management.
- Experience with IT / digital / shared services costing is highly desirable.
- Experience working with ERP systems (SAP preferred).
