Job summary

A leading construction firm in Ras Al Khaimah is seeking an experienced HSE Manager responsible for coordinating and advising on all health, safety, and environment matters. The ideal candidate will hold a Bachelor's degree in relevant fields, have NEBOSH certifications, and at least 9 years of experience in workplace safety. You will ensure compliance with UAE regulations and lead safety initiatives to foster a positive safety culture on-site.

Role Summary

The HSE Manager is responsible for coordinating, supporting, and advising the business on all matters related to Health, Safety, and Environment.

The role ensures full compliance with country legislation, client requirements, and Al Marwan Construct’s internal HSE Management System.

The HSE Manager will lead the site safety culture, drive continuous improvement, and ensure that all project teams follow safe systems of work and maintain a risk‑free working environment.

Key Responsibilities
  • Ensure a safe workplace environment is maintained at all times without risk to the health, safety, and welfare of employees, subcontractors, and visitors.
  • Provide strong leadership to promote a positive safety culture, encouraging proactive reporting and safety practices.
  • Serve as the primary technical authority for all site‑based safety matters, ensuring alignment with the approved Project OHS Plan, country legislation, and client HSE requirements.
  • Provide professional HSE guidance to project teams, engineers, supervisors, subcontractors, and workforce.
  • Coordinate hazard identification and control programmes to eliminate or mitigate risks associated with construction activities, including lifting, excavation, traffic management, working at height, confined spaces, and equipment operations.
  • Support site managers in planning and executing works safely through toolbox talks, method statement reviews, JSAs, and ongoing safety coaching.
  • Implement, maintain, and monitor the Project Emergency Response Plan (ERP) for scenarios such as fire, medical incidents, trench collapse, equipment failure, flooding, and utility strikes.
  • Conduct drills, training, and simulations to ensure readiness and compliance with client and statutory expectations.
  • Ensure emergency equipment (first aid kits, extinguishers, rescue tools, etc.) is available, inspected, and serviceable.
  • Deliver comprehensive Project Safety Induction for all new personnel entering the site.
  • Conduct safety awareness sessions, refresher training, and specialised topic sessions aligned with high‑risk activities (lifting, excavation, hot work, WAH, confined space, etc.).
  • Assess competency levels of workers, supervisors, riggers, lifting personnel, and equipment operators, ensuring certificates and approvals are valid and compliant.
  • Ensure routine and periodic review of task‑specific risk assessments for all operations and work equipment.
  • Verify that Method Statements, JSAs, and PTWs are correctly prepared, approved, and implemented prior to work commencement.
  • Ensure frontline teams are aware of hazards and controls through regular briefings and engagement.
  • Ensure all Health & Safety policies, procedures, rules, and regulations are adhered to at all times.
  • Regularly review, update, and communicate HSE documents to reflect legislative, client, and operational changes.
  • Guarantee that Al Marwan Construct meets all statutory and contractual obligations, including reporting requirements, legal registers, and HSE deliverables.
  • Ensure all incidents, accidents, near misses, and HSE violations are documented, reported, and investigated promptly.
  • Lead or participate in incident investigations using recognised methodologies (root cause analysis).
  • Track and ensure implementation of corrective and preventive action plans across the project.
  • Maintain complete and accurate HSE documents, including inspection reports, training records, legal registers, PTWs, induction logs, RA matrices, and NCRs.
  • Keep up to date with relevant legislation, standards, client requirements, and industry best practices.
  • Participate in weekly and monthly project meetings to provide updates on HSE status, incidents, trends, and progress of action plans.
  • Perform any other reasonable duties requested by Management to support safe project execution.
  • Assist neighboring sites, other departments, or emergency situations when necessary.
Required Skills
  • Bachelor’s degree in Engineering, Construction, Occupational Safety & Health, or related field.
  • NEBOSH International Diploma in Occupational Health and Safety (mandatory).
  • NEBOSH International General Certificate (mandatory).
  • Minimum 9 years of experience in managing workplace safety and compliance programmes, preferably within civil and infrastructure construction.
  • Strong understanding of UAE HSE laws, ministerial decrees, client standards, and regulatory requirements.
  • Ability to multitask, prioritise work, and manage time efficiently in a fast‑paced environment.
  • High proficiency in MS Office (Word, Excel, PowerPoint, Outlook).
  • Knowledge of hazardous materials, high‑risk construction activities, and emergency procedures.
  • Proven experience in writing HSE reports, policies, method statements, and procedures.
  • Competence in data analysis, safety statistics, and trend reporting.
  • Excellent planning, organisational, and time‑management skills.
