Responsible for:

- Ensure all legal and contractual requirements of the contract are met.
- Report to Head Office.
- Provide immediate reporting of accidents or particular events.
- Be responsible for safety, health of employees and subcontractors, including environmental performance.
- Execute work in accordance with local environmental prescriptions and regulations.

Project Manager Responsibilities and Accountabilities towards HSE
The head of line management is the PM. The PM leads the Project Management Team and is supported by the Project HSE Representative for HSE matters. All staff with management responsibilities demonstrate commitment to continual improvement of HSE performance.
Accountability
The ultimate responsibility for occupational health and safety rests with the Project Manager.
The PM is responsible for all project activities, including HSE, and will be the main interface with the client for all matters.
PM Implementation of HSE Policy
- Set an example for colleagues by behavior and approach regarding HSE matters.
- Ensure availability of an effective OHSMS and implement it.
- Ask HSE Management for advice at corporate and project level.
- Communicate risks and impacts to all supervisors and workers; ensure safe work daily.
- Verify tasks performed by qualified and competent personnel.
- Ensure project activities comply with HSE regulations and requirements.
- Carry out inspections, report nonconformities, and ensure follow‑up.
- Ensure employees understand HSE regulations.
- Apply same instructions to suppliers/sub‑contractors.
- Investigate accidents, near‑misses, and hazardous situations; take corrective actions.
- Participate in internal and external audits.
- Ensure appropriate technical and financial resources support the OHSMS.
- Propose measures to prevent risks for personnel.

Duties & Objective
Objective: The project manager’s objective is to organize, manage, monitor and control the project organization, execution and budget to undertake the scope of work and achieve quality, schedule and cost standards laid down in the contract, in the interest of the company.
Planning
- Set up operational planning (vessel deployment, dredging planning, reclamation planning).
- Set up project team.
- Set up operational budget ↔ tender budget.
- Set up mobilization/demobilization plan.
- Set up weekly review of financial and operational status and provide forecast.
Organizing
- Mobilization/demobilization.
- Define site structure, personnel and duties for each team member.
- Define execution program and provide updates.
- Maintain cut/fill volume balance and dredging production overviews.
- Contact with employer, engineer, third parties.
- Site administration (financial, legal, accountancy, HSE).
- Report to Head Office.
- Commercial prospecting for future works.
Deciding
- Resolve conflicts due to human relations between site staff and labour.
- Decide on execution program, difficulties, method changes, etc.
- Prioritize works of subcontractors, JV partners.
- Handle all matters directly related to proper execution of works in compliance with contract requirements.
- Prepare claims with the contracts team.
Delegating
According to the organization chart of personnel, delegate powers to:
- Works manager, dredging superintendents, dredging project engineer, surveyor, etc. for daily execution.
- Administrator or accountant for financial, fiscal, accountancy, legal, contractual matters.
- Surveyor for positioning of works and follow‑up of measurements.
- Technical superintendent for planning maintenance and repair of equipment.
- Local agent for local matters.
Executing
- Track project status financially and operationally.
- Co‑operate with accountant to establish accountancy, cost control and budget systems.
- Keep overview of dredging productions, dredger deployment and auxiliary vessels and pipeline deployment to achieve best performance.
- Identify known and unknown project constraints and risks; define actions to control/transfer/mitigate.
- Maintain overview of executed and planned work relative to volume balances.
- Report project status, forecast and plan ahead to Head Office financially and operationally.
- Ensure all legal and contractual requirements for efficient administration of the contract.
- Manage the site team.
- Establish the final project report on performance, production, soil data and other price‑influencing elements and financial impacts.
- Translate company policy toward employer, engineer and third parties.
- Daily correspondence and contacts with client and third parties.
- Prepare monthly PPMO report.
Controlling
- Financial results of project.
- Review payment applications.
- Progress of works, own works and subcontractors’ work.
- Daily activities of site staff.
- Activities of local agent and outside lawyers, accountants, etc.
- Import and export of equipment/vessels, spare parts, consumables.
- Labor performance (number and rates).
Authorities Project Manager
- Delegate tasks in the project organization.
- Approve project documents, organization charts, vendor documents, job descriptions, construction program, project budgets, audit reports, training, nonconformity disposition, material requisitions, engineering requisitions, suppliers, project recruitment, expenditure, progress claims, variation notices.
- Sign correspondence with client, correspondence to subcontractors, monthly reports, purchase orders and approve invoices.
- Approve recruitment and termination of contract and wages of personnel.
- Stop construction activity and close out OFIs.
- Represent company and PMT in all meetings and matters relating to the contract with the client and any third party.
Specific Tasks Concerning HSE
- Carry out HSE inspections (monthly).
- Organize toolbox talks or delegate to superintendents and foreman/supervisors (monthly).
Commitment of PM towards the Occupational Health and Safety Management System
- Demonstrate leadership and accountability toward safety by actively participating in HSE meetings (inspections and audits, incident investigations, safe work practices, job hazard analysis, risk & impact assessments).
- Ensure policy and its communication to all persons working on the project site.
- Ensure resources are available to set up, implement, maintain and improve the EMS and OHSMS.
- Designate a project HSE representative with defined responsibility and authority for implementing the EMS and OHSMS.
- Demonstrate commitment toward continual improvement of the EMS and OHSMS performance and prevention of pollution.
- Participate in the review of the EMS and OHSMS to ensure continuing suitability, adequacy and effectiveness (Management Review Meeting and/or other relevant meetings).
Commitment of PM towards the Quality Management System
- Communicate within the project organization the importance of meeting client requirements and statutory/regulatory requirements.
- Ensure availability and review of policy and its communication to all persons on the project site.
- Establish and review quality objectives.
- Ensure resources to set up, implement, and maintain (including after changes) the QMS to meet requirements.
- Designate a project quality representative with defined responsibility and authority for implementing and maintaining the QMS; report on performance and improvement needs; promote awareness of client requirements.
- Ensure client requirements are determined and met to enhance customer satisfaction.
- Ensure responsibilities and authorities are defined and communicated within the project.
- Ensure appropriate communication processes are established within the project and are used to discuss QMS effectiveness.
- Participate in the review of the QMS to ensure its continuing suitability, adequacy and effectiveness, including assessing opportunities for improvement and need for changes.
- Promote positive approaches to health and safety by leading by example.
- Communicate HSE responsibilities effectively with staff.
- Encourage a safety culture, promote a no‑blame culture.
- Track and monitor progress to ensure HSE KPI achievement.
Qualifications
- Master or Civil Engineer in Construction, Mechanical, Marine Engineering.
- An online engineering degree is not valid.
- Risk assessment experience.
