Job description
Responsibilities
  • Act as the primary point of contact for assigned vessels on all Health, Safety, Security, Quality, and Environment (HSSQE) matters.
  • Conduct internal audits for assigned vessels in accordance with the ISM Code, ISPS Code, MLC, and the Company’s Integrated Management System (IMS).
  • Ensure audit findings are assigned to the relevant process owners, addressed within agreed timelines, and tracked to closure through follow-up actions and the Company Action Tracker.
  • Monitor and evaluate the HSSQE performance of assigned vessels by reviewing reports, inspection findings, audit results, and KPIs to identify trends, emerging risks, and opportunities for improvement.
  • Review HSSQE reports (e.g., safety meeting minutes and drill records) to verify their effectiveness and compliance with Company HSSQE bulletins, alerts, and directives.
  • Maintain the Safety Management Certificate (SMC), International Ship Security Certificate (ISSC), and Maritime Labour Convention (MLC) certification for allocated vessels, ensuring external verifications and renewals are planned, coordinated, and completed as required.
  • If assigned as ADPA and/or ACSO, fulfil the roles and responsibilities stipulated in the Company IMS, the International Safety Management (ISM) Code, and the International Ship and Port Facility Security (ISPS) Code.
  • Facilitate and develop job safety analysis for the vessels as required.
  • Develop project-specific plans and procedures in line with the IMS and charterer requirements (e.g., HSE plans and bridging documents) and ensure all charterer HSSQE requirements are implemented and met.
  • Participate in charterer inspections and audits of assigned vessels, as required.
  • Facilitate project risk assessments, HAZID studies, and charter risk reviews prior to new or non-routine operations.
  • Identify training needs based on vessel performance and develop training programs and campaigns as required.
  • Develop WH business units specific SOPs to meet local and charterer requirements.
  • Participate in ship-to-shore exercises as part of the Emergency Response Team, as directed by the HSSQE Manager.
  • Investigate accidents and near misses in accordance with the Company IMS.
  • Ensure associated costs are captured and analyzed, as required.
  • Develop and disseminate lessons learned, recommendations, and corrective and preventive actions to prevent recurrence.
  • Assist in planning, scheduling, and conducting WH office / sites internal audits, and follow up corrective actions to closure via the Action Tracker.
  • Facilitate WH Office and site external audits by charterers, clients (second parties), and certification bodies, ensuring audit preparation, coordination, and timely closure of any findings.
  • Jointly monitor and evaluate vendor HSQE performance with SCM in accordance with the SCM vendor evaluation procedures.
  • Address any other HSSQE-related matters that may arise.
  • UAE Residence Visa, Medical Insurance, Annual Leave (Paid) and others.
  • Appropriate background in marine/offshore vessel operations & management; Hold a Certificate of Competency (Master, Chief Officer, Chief Engineer, or Second Engineer) with a minimum of three (3) years sea service on offshore vessels, and at least one (1) year experience in an HSE/HSSQE role (preferably in the UAE), or; Hold a bachelor’s degree in Occupational Health and Safety, Engineering, or a related field, with at least five (5) years HSSQE experience in marine/offshore vessel operations and vessel management (ship management environment), preferably in the UAE.
  • NEBOSH IGC ISM/ISPS/MLC Internal Auditor or Lead Auditor course.
  • ISO internal auditor qualifications (ISO 9001, ISO 14001, ISO 45001).
  • Preferably hold the following trainings: Risk Management training.
  • Incident Investigation training (competent to lead investigations).
  • Train-the-Trainer certificate.
  • DPA and CSO training.
  • Proven capability in drafting HSE procedures and plans.
  • Preferably holds a valid UAE driving license.
Qualifications
  • Certificate of Competency (Master, Chief Officer, Chief Engineer, or Second Engineer) with sea service on offshore vessels; or a bachelor’s degree in Occupational Health and Safety, Engineering, or a related field with relevant HSSQE experience in marine/offshore vessel operations and vessel management (preferably UAE).
  • Minimum of three (3) years sea service on offshore vessels.
  • At least one (1) year experience in an HSE/HSSQE role (preferably in the UAE).
  • NEBOSH IGC ISM/ISPS/MLC Internal Auditor or Lead Auditor; ISO internal auditor qualifications (ISO 9001, ISO 14001, ISO 45001).
  • Relevant trainings: Risk Management, Incident Investigation, Train-the-Trainer, DPA and CSO.
  • Proven capability in drafting HSE procedures and plans.
  • Preferred: valid UAE driving license.
