About The Role

We are seeking a results-driven, commercially focused Bilingual Training and Business Development Senior Officer to drive revenue growth and expand the market presence of the LEAD Training and Development Center across the UAE and GCC. The successful candidate will be accountable for generating revenue, securing new clients, and converting business opportunities into signed contracts within government, semi-government, corporate, and education sectors.

In this senior business development role, you will lead the full business development lifecycle—from market penetration, client acquisition, and procurement registration to proposal development, contract closure, and long-term account growth. You will work closely with internal training and operations teams to support the development of client‑aligned training solutions, while providing market intelligence, strategic insights, and performance reporting to senior leadership.

Key Responsibilities
  • Revenue Generation & Client Relationship Management

    Drive revenue growth by acquiring new clients and achieving assigned revenue targets across government, semi‑government, corporate, and education sectors. Lead consultative engagements to identify client needs and convert opportunities into revenue‑generating training and consulting solutions, while building and managing long‑term client relationships to ensure repeat business, renewals, and account expansion. Maintain an active sales pipeline and accurate client records to support forecasting and performance tracking.

  • Market Access, Proposals & Contract Closure

    Own and manage LEAD’s registration and compliance across government, semi‑government, and corporate procurement platforms, ensuring continuous market access. Lead the development and presentation of competitive technical and financial proposals, coordinating internal inputs and supporting negotiations through to contract award, approval, and formal closure.

  • Market Intelligence & Strategic Business Development

    Continuously monitor market trends, competitor offerings, and emerging training demands to identify new business opportunities and priority sectors. Provide market intelligence, strategic insights, and recommendations to the Director of LEAD, supporting informed decision‑making, growth initiatives, and diversification strategies.

  • Program & Solution Development Enablement

    Collaborate with internal training teams to support the development of customized, client‑aligned training solutions that meet identified needs and expectations. Contribute to program frameworks and proposal content in line with international best practices, ensuring solutions are commercially viable and competitive.

  • Brand Representation, Reporting & Governance

    Represent LEAD at selected industry events, exhibitions, and business forums to generate qualified leads and business opportunities aligned with growth objectives. Track key business development KPIs, maintain CRM records, and prepare regular performance, pipeline, and forecast reports to ensure transparency, accountability, and governance.

Qualifications & Experience
  • Bachelor’s degree in Business Administration, Marketing, Education Management, or a related field. A Master’s degree is a plus.
  • Minimum of 5 years of proven experience in business development or key account management, specifically within the training, education, consultancy, or B2B services sector in the UAE.
  • Demonstrated track record of successfully registering an entity in government/semi‑government portals and navigating their procurement processes.
  • Proven experience in designing winning proposals and closing mid‑to‑large‑scale service contracts.
  • Established network of contacts within UAE/GCC government, corporate, and/or educational sectors is a significant advantage.
Language Proficiency Required
  • Essential: Full professional proficiency in both Arabic and English (written and spoken).
  • Must possess the ability to draft complex proposals, contracts, and executive presentations in both languages with high accuracy, clarity, and cultural nuance.
