Overview

Boulder County Community Services Department is seeking to hire the Joe Pelle Center (JPC) Operations Manager. This position provides leadership and oversight of all operational aspects of the Community Justice Services Joe Pelle Center, a secure 252-bed facility. The role includes supervision of operational staff, management of vendor contracts essential to daily operations, and ensuring adherence to public safety protocols. In addition to maintaining facility security, this position plays a critical role in supporting client rehabilitation by overseeing offender management strategies focused on accountability, behavioral change, and successful community reintegration. Serves as a key point of contact for law enforcement, county departments, and external agencies.

Details

This is a full-time, benefited position that will work Monday - Friday 8:30am - 5:00pm, hours vary based on workload need. This position will work out of 3260 Airport Rd., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $83,844.00 - $120,732.00 Annually

Tentative Hiring Timeline:

  • Phone Screening: Week of October 20th
  • First Round Interviews: Week of October 20th
  • Second Round Interviews: Week of October 27th
  • Reference Check: Week of October 27th

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month. (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify.) Boulder County also offers abundant benefits, including pension contributions.

Responsibilities
  • Oversees the daily operations of all security functions and facility activities, providing direct and indirect supervision to assigned Community Justice Services staff. Responsibilities include timecard approval, conducting performance evaluations, and implementing performance improvement plans as needed
  • Supports the Facility Administrator in the development, implementation, and oversight of local, state, and federal standards, policies, and guidelines governing community-based adult correctional facilities and programs
  • Formulates policy, procedure and operational plans for all areas of facility operations and assists program managers in doing the same
  • Collaborates with fellow managers on the planning, scheduling, and implementation of facility activities and programs
  • Serves as a Team Member to the JPC Administrative Team and collaborates with system partners on justice systems needs and gaps
  • Develops detailed staff post orders for all facility areas and ensures comprehensive training specific to these orders
  • Oversees disciplinary actions and due process procedures for clients, ensuring that interventions prioritize the least punitive measures appropriate to each situation
  • Ensures strict adherence to all applicable regulations, policies, and procedures while promoting a culture of continuous improvement to enhance operational effectiveness and efficiency
  • Develops and executes emergency response plans within the facility, directing staff and coordinating necessary searches based on the nature of each event. Monitors and evaluates response effectiveness using established performance metrics to ensure continuous improvement and safety compliance
  • Formulates and executes plans for client failure to return/escape, client disturbances/riots, work stoppages and all other disturbances and threats to security
  • Regularly meets with shift supervisors to review operational issues, analyze challenges, and implement improvements, with a strong focus on enhancing client success rates and overall program outcomes
  • Assists the JPC Administrator in responding to EOC emergency situations and ensures orderly execution of evacuation and/or shelter in place orders
  • Performs related work, as required
  • May be reassigned during emergency situations

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 9 (nine) years of combined education and experience, including 1 (one) year of experience in a criminal justice supervisory role.

Additional related education may count towards required experience.

  • Comprehensive, system-level understanding of the criminal justice system, with specialized knowledge in adult alternative sentencing programs, including day reporting, electronic home monitoring, work release, and community corrections
  • Practical experience and working knowledge of core principles in office administration, business operations, contract management, and risk management
  • Advanced proficiency in de-escalation techniques, conflict resolution strategies, and motivational interviewing
  • Thorough understanding of supervisory practices, including recruitment, training, performance evaluation, and disciplinary procedures
  • Proficient in business and office protocols, with hands-on experience using various software systems such as SharePoint and Microsoft Excel
  • Strong communication skills, with proven ability to convey information clearly and effectively through verbal, written, and public speaking formats
