Job summary

STV is seeking a highly experienced Right-of-Way Project Manager to oversee the planning and management of ROW acquisition for major infrastructure projects in the United States. The role requires coordinating with agencies, landowners, and legal teams to ensure regulatory compliance and on-time delivery.

The ideal candidate has extensive ROW management experience, especially in large-scale public transit projects, with strong negotiation, communication, and leadership skills.

Qualifications

• Bachelor’s degree in urban planning, Real Estate, Civil Engineering, or a related field.
• 8-12 years of experience in ROW acquisition, land use planning, or related fields.
• In-depth knowledge of federal, state, and local ROW regulations.
• Professional certification in ROW (RWP, SR/WA) or PMP is a plus.

Responsibilities

• Develop and implement ROW acquisition strategies aligned with project goals and timelines.
• Coordinate with engineers, environmental specialists, agencies, landowners, and legal teams for seamless execution.
• Manage project schedules, budgets, and resources to meet milestones.
• Lead and mentor a team of ROW/relocation agents, planners, and support staff.
• Ensure compliance with regulations and prepare reports for senior management and regulators.
• Maintain accurate documentation of ROW transactions and project activities.
