Job summary

STV is seeking a highly skilled Right-of-Way (ROW) Project Manager to lead planning and oversight of ROW acquisition for large-scale infrastructure projects. The role requires coordinating with agencies, landowners, and legal teams to deliver on schedule and within budget.

You will mentor a team of acquisition agents and appraisers, ensure regulatory compliance, and report progress to senior management. A strong track record in ROW within public transit is essential.

Qualifications

• Bachelor’s degree in urban planning, Real Estate, Civil Engineering, or a related field.
• 8–12 years of experience in right-of-way acquisition, land use planning, or related fields.
• In-depth knowledge of federal, state, and local regulations related to right-of-way acquisition processes.
• Excellent negotiation, communication, and interpersonal skills.
• Proficient in project management software and tools.
• Ability to manage multiple projects simultaneously and work under tight deadlines.
• Professional certification in right-of-way (RWP, SR/WA) or project management (PMP) is a plus.

Responsibilities

• Lead the planning and coordination of ROW acquisition strategies aligned with project goals and timelines.
• Coordinate with agencies, landowners, engineers, environmental specialists, and legal teams to ensure seamless project execution.
• Manage project schedules, budgets, and resources to meet milestones and deliverables.
• Serve as primary contact for stakeholders including government agencies, utility companies, and community groups.
• Lead and mentor a team of ROW/relocation agents, planners, and support staff, promoting high performance.
