Job summary

STV is seeking a highly skilled Right-of-Way (ROW) Project Manager to join our advisory team in the Fairfax, VA or Washington D.C. area offices.

You will oversee planning and management of ROW acquisition, ensuring compliance with federal, state, and local regulations for major infrastructure projects. Responsibilities include developing acquisition strategies, coordinating with engineers, agencies, landowners, and legal teams, and leading a team of ROW/relocation staff while managing schedules,

Qualifications

• Bachelor’s degree in urban planning, Real Estate, Civil Engineering, or a related field.
• 8–12 years of experience in right‑of‑way acquisition, land use planning, or related fields.
• In‑depth knowledge of federal, state, and local regulations related to ROW acquisition.
• Excellent negotiation, communication, and interpersonal skills.
• Proficient in project management software and tools.
• Ability to manage multiple projects and meet tight deadlines.
• Professional certification in ROW (RWP, SR/WA) or PMP is a plus.

Responsibilities

• Develop and implement ROW acquisition strategies aligned with project goals and timelines.
• Coordinate with engineers, environmental specialists, agencies, landowners, and legal teams.
• Manage schedules, budgets, and resources to meet milestones.
• Lead a team of ROW/relocation agents, planners and support staff.
• Prepare reports for senior management and regulatory agencies.
• Monitor risks and issues and implement corrective actions.
