Job summary

STV Incorporated is seeking an experienced Right-of-Way Project Manager in Merrifield, VA to lead ROW acquisition for major infrastructure programs. You will oversee planning, schedules, budgets, and regulatory compliance across federal, state, and local requirements.

You will coordinate with agency clients, landowners, engineers, environmental specialists, and legal teams; conduct public meetings; mentor ROW staff; and drive timely delivery while applying best practices in transit ROW

Qualifications

• Bachelor's degree in urban planning, real estate, civil engineering or related field.
• 8-12 years of experience in ROW acquisition or land use planning.
• In-depth knowledge of federal, state, and local ROW regulations; strong negotiation skills.

Responsibilities

• Lead ROW acquisition from initiation to completion, ensuring compliance and timely delivery.
• Coordinate with agencies, landowners, engineers, environmental specialists and legal teams.
• Manage schedules, budgets and resources to meet milestones and ensure quality.
• Conduct public meetings and hearings to present plans and address concerns.
• Mentor and develop ROW staff and promote best practices.
