Job summary

STV Incorporated is seeking a seasoned Right-of-Way (ROW) Project Manager with a strong focus on planning to oversee ROW acquisition for national infrastructure programs. You will coordinate with agencies, landowners, and stakeholders to ensure timely project delivery and regulatory compliance.

The role requires 8–12 years of ROW/land use experience, leadership of a ROW team, and a track record in large-scale public transit projects. Excellent negotiation and communication skills are essential.

Qualifications

• Bachelor's degree in urban planning, real estate, civil engineering, or related field.
• 8–12 years of experience in ROW acquisition, land use planning, or related fields.
• Knowledge of federal, state, and local ROW regulations and processes.
• Excellent negotiation and interpersonal communication skills.
• Professional certification in ROW (RWP, SR/WA) or PMP is a plus.

Responsibilities

• Plan and coordinate comprehensive ROW acquisition strategies aligned with project goals.
• Oversee schedules, budgets, and resources to meet milestones.
• Engage with government agencies, landowners, engineers, environmental specialists, and legal teams.
• Lead and mentor ROW/relocation staff and ensure regulatory compliance.
• Prepare detailed reports and presentations for senior management and regulators.
• Monitor risks and implement corrective actions to keep projects on track.
