Job summary

Lumen is seeking a Senior Manager, Network Planning for leadership over capacity, investment, and deployment planning across technologies and markets. You’ll translate demand, performance, and strategy into executable network plans while guiding managers and senior professionals.

With broad autonomy, you’ll shape multi-year strategy, resolve cross-functional dependencies, and influence decisions across Product, Architecture, Finance, Sales, Operations, and Procurement.

Qualifications

• Bachelor's degree or equivalent in Engineering, CS, Business, Finance, Data Science, or related field.
• 8+ years in network planning, telecom, infrastructure strategy, engineering, or related discipline.
• 3+ years formal people leadership experience managing teams.
• Proven success leading cross-functional portfolios with material impact.
• Strong knowledge of capacity planning, forecasting, investment, and risk management.
• Executive-level written and verbal communication skills.

Responsibilities

• Lead strategy, priorities, and operating plans for a portfolio spanning capacity, modernization, optimization, and growth.
• Translate business strategy and roadmaps into multi-year investment plans with defined outcomes.
• Drive integrated planning across network domains for end-to-end alignment and investment decisions.
• Establish governance and escalation paths with clear recommendations for senior leaders.
• Lead capital planning, forecasting, and variance management to balance customer needs and efficiency.
• Develop investment proposals with scope, milestones, benefits, and financial impact.
• Partner with Finance and delivery teams to manage commitments and forecast accuracy.
• Improve capital efficiency through optimization and architectural alternatives.
• Convert planning decisions into executable projects with defined scope and ownership.
• Manage dependencies across engineering, procurement, operations, and vendors.
• Lead portfolio risk management with mitigation plans and executive escalation.
• Measure network health, forecast quality, and delivery readiness.
