Job summary

Lumen is seeking a Senior Manager, Network Planning to lead enterprise-wide capacity, investment, and deployment planning across technologies and markets. You will translate business demand and product roadmaps into multi-year plans, guiding cross-functional teams to deliver measurable outcomes with strong governance and risk management.

Based in the USA with remote working options, you will partner with Finance, Engineering, and Operations to optimize capital efficiency and forecast accuracy

Qualifications

• Bachelor's degree in Engineering, CS, Business, Finance, Data Science, or equivalent.
• 8+ years in network planning, telecommunications, infrastructure strategy, engineering, operations, or related field.
• 3+ years of formal people leadership experience.
• Strong knowledge of network capacity planning, forecasting, and investment.
• Executive-level written and verbal communication skills.

Responsibilities

• Lead strategy, priorities, and operating plans for a portfolio spanning capacity, modernization, optimization, and growth.
• Translate business strategy, product roadmaps, demand forecasts, and network constraints into multi-year investment plans.
• Drive integrated planning across network domains for end-to-end alignment and execution.
• Establish governance and decision frameworks; provide senior leaders with recommendations and tradeoffs.
• Lead capital planning, forecasting, and variance management; balance customer needs and risk reduction.
• Develop investment proposals with clear business rationale, scope, milestones, and financial impact.
• Partner with Finance and delivery teams to manage commitments and forecast accuracy.
• Improve capital efficiency through optimization, architectural options, and process improvements.
• Convert planning decisions into executable projects with defined scope and ownership.
• Measure network health, forecast quality, and delivery readiness.
