Job summary

A leading engineering firm in Singapore is seeking a Health and Safety Manager responsible for developing and implementing HSE policies. The ideal candidate should have a Bachelor's degree and WSHO registration, alongside a minimum of five years of experience in industrial and construction projects. Responsibilities include maintaining HSE documentation, organizing training, and liaising with auditors to ensure compliance with safety standards.

Qualifications

  • Bachelor's Degree or equivalent.
  • Workplace Safety and Health Officer (WSHO) registered with the Ministry of Manpower (MOM).
  • At least five (5) years’ experience in industrial buildings and process plant construction projects.

Responsibilities

  • Assist in developing, implementing, and monitoring consortium HSE program and policies.
  • Maintain HSE Management System (HSEMS) documentation.
  • Organise HSE campaigns and training courses.
  • Prepare weekly/monthly reports according to client’s format.
  • Participate in all HSE inspections of the work site.

Job description
  • Report to the Senior HSE Manager; the main functions of the role will be to assist SHSEM in developing, implementing and monitoring consortium HSE program and policies.
  • Prepare legal register and monitor it to ensure compliance of legal requirements including Singapore Standard and Code of Practice pertaining to HSE.
  • Maintain HSE Management System (HSEMS) documentation including comprehensive records and reports of HSE management activities up to date.
  • Organise promotion such as HSE campaigns, training courses, quizzes, contests and other activities to develop and maintain the HSE consciousness of persons employed in the work site in establishing healthy and safe working conditions.
  • Prepare weekly / monthly reports according to client’s format and statutory reports as required.
  • Participate in all HSE inspection of the work site carried out for the purpose of assessing the efficiency of any measures taken in compliance with the HSEMS.
  • Be part of risk management / assessment team and conduct risk analysis and HSE assessment.
  • Promote HSE culture in the workplace.
  • Prepare training matrix and co‑ordinate within consortium partners for education and training on HSE.
  • Prepare and communicate HSE Workplan and implement and monitor status of action plans, concerns and decisions to respective personnel on site, client and contractors.
  • Liaise with ConSASS Auditor and manage the audit matters.
  • Conduct periodic internal audits of the HSEMS and Management Review to ensure HSEMS is reviewed at six monthly intervals by an independent HSE auditor in accordance with statutory and contractual requirements.
  • Coordinate with Consortium Partners safety personnel on project safety matters.
