Job description

The Institute of Policy Studies (IPS) in the National University of Singapore is seeking an experienced Manager for a one-year contract to lead the end-to-end redevelopment of IPS's new corporate website. This role will oversee the entire project lifecycle - from requirements scoping and vendor procurement through UX design, technical build, content migration, UAT, launch, and post-launch optimisation.

The successful candidate will work closely with internal stakeholders, external vendors, and NUS IT, and will play a key role in strengthening the Institute’s long-term digital capabilities as it transitions to standalone operations.

Key Responsibilities
  • Website Development & Project Management
  • Lead the complete lifecycle of the IPS website redevelopment project from discovery through to launch.
  • Develop and manage project plans, including timelines, milestones, sprints, and budgets.
  • Oversee day-to-day project delivery to ensure adherence to scope, schedule and quality standards.
  • Coordinate collaboration across internal departments, content owners, IT teams, and external vendors.
  • Establish and maintain project governance, documentation, and quality assurance frameworks.
  • Manage procurement processes for CMS, hosting, design, and development vendors.
  • Prepare RFP/ITT documentation, evaluate vendor proposals, and support contract negotiations.
  • Oversee vendor deliverables, sprint cycles, and issue resolution.
  • UX, Information Architecture & Content Strategy
  • Collaborate with UX/UI designers on sitemaps, wireframes, templates, and user journeys.
  • Lead content audits and map existing content to the new site structure.
  • Support content rewriting standards, ensuring accuracy, consistency, accessibility, and appropriate tone.
  • Ensure adherence to branding, accessibility, and design guidelines.
  • Content Migration & Technical Integration
  • Oversee structured migration of content, including reports, working papers, events, commentaries, videos, and archival materials.
  • Plan and execute URL mapping, metadata management, taxonomy, and SEO preservation.
  • Manage technical integrations such as analytics, search, mailing lists and video hosting platforms.
  • Coordinate with IT on hosting, DNS configuration, security controls, backups, and disaster recovery planning.
  • Quality Assurance, Testing & Launch
  • Develop and manage User Acceptance Testing (UAT) and regression testing plans.
  • Track defects through resolution and ensure compliance with WCAG, security, and performance standards.
  • Lead launch preparations, including go-live cutover, redirects, and stakeholder communications.
  • Provide immediate post-launch support and optimisation.
  • Post-Launch Enhancements & Digital Capability Building
  • Establish governance for ongoing content updates and website maintenance.
  • Monitor metrics, analytics dashboards, and user feedback to drive continuous improvement.
  • Support IPS in developing long-term digital and IT capabilities.
  • Serve as the primary point of contact between IPS, NUS IT, and external vendor for website-related initiatives.
