Job Overview

The Wealth Products and Operations Control Testing Team is responsible for the testing of controls that are designed and owned by Citi’s Wealth Product and Operations departments. The Citi Wealth business delivers a comprehensive wealth solution to clients across the wealth continuum, with integrated advice and execution, as well as traditional and alternative investments, managed account strategies, world‑class research and investment guidance. The Wealth business serves ultra‑high‑net‑worth individuals and family offices through Citi Private Bank, operates in the affluent and high‑net‑worth customer relationship tiers of Citigold® and Citigold Private Client and offers wealth management in the workplace through Citi Global Wealth at Work.

We’re currently looking for a high caliber professional to join our team as Vice President, Wealth Products and Operations Control Testing Leader based in Singapore. This position reports to the Wealth Products and Operations Control Testing Head within the Citi COO organization’s Central Testing Utility and is an execution‑oriented, individual‑contributor position accountable for end‑to‑end controls monitoring of the Wealth Products and Operations department – i.e., operational controls performance assurance/testing – which includes design, execution, results reporting, and insight sharing related to the above scope of controls monitoring/testing. The Wealth Products and Operations Control Testing Leader is a subject‑matter expert on overall controls monitoring, has an excellent level of understanding of control testing and who closely follows latest trends in controls testing and adapts them for application within their own job and covered businesses and functions. Excellent communication skills are required to negotiate internally, often at a senior level. The role is accountable for significant controls testing results and advice regarding controls execution and is responsible for technical strategy.

In this role, you are expected to:

  • Support the Controls Testing Utility by assessing control design, designing control testing tools, developing control testing procedures, ensuring control testing transitions, dispositioning exceptions, and developing insights.
  • Carry key responsibility for Control Design Assessment (CDA) by executing the CDA checklist/procedures for controls and recording results in Citi Risk & Control (CRC).
  • Own significant portions of control testing design activity, which includes writing control testing tool descriptions and completing control testing and QUEST setup.
  • Develop control testing procedures in Confluence and obtain necessary sign‑offs from covered businesses and functions.
  • Perform a uniquely significant role on training the Central Execution team overseas on all designed control testing tools and established control testing procedures.
  • Make the ultimate decision on controls testing outlier disputes, holding responsibility to raise concerns through IMPACT Concerns or QUEST Observation Logs based on the Business.
  • Create materials for Operational Risk Forums (ORF) and senior meetings as needed and investigate causes for results that are deviating from trends and escalating situations that pose excessive risk(s).
  • Develop and drive quality‑checking routines to ensure compliance with all relevant policies, operating guides, and owned control testing.
  • Support team members on topics ranging from control testing design to performance management and control testing platform basics.
  • Help drive continuous improvements in accuracy, efficiency, timeliness, and quality of MCA control design assessment and controls testing.
  • Maintain relationships and drive accountability with partners and stakeholders to support control testing’s success in alignment with the business strategy.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, while driving compliance with applicable laws, rules and regulations, adhering to policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, also effectively supervising the activity of others and creating accountability with those who fail to maintain these standards.
  • Support other relevant work efforts of the department when needed and as directed by the manager.

As a successful candidate, you’d ideally have the following skills and exposure:

  • Minimum of 6‑10 years of experience in operational risk management, compliance, audit, or other control‑related functions in the financial services industry.
  • Subject‑matter expert on controls design, execution and/or control testing.
  • Excellent understanding of MCA (Manager’s Control Assessment) frameworks and processes.
  • Advanced skills in MS Word, MS Excel, MS PowerPoint, and MS SharePoint.
  • Effective communication, written and presentation skills.
  • Strong people and relationship‑management skills with the ability to influence others and foster a sense of collaboration.
  • Independent thinker able to challenge businesses/functions credibly.
  • Ability to work effectively on virtual teams, including across different geographies and time zones preferred.
  • Investment securities and/or insurance licenses preferred (e.g., Series 7, 9, 10, 24, 63, 53, 55, 66, L&H).

Travel Requirement:

  • Less than 10 %.

Education:

  • Bachelor’s/University degree; Master’s degree preferred.
