Unleash the Roar! (UTR!) − is a national movement jointly led by SportSG and the Football Association of Singapore (FAS) aimed at raising the level of Singapore football, build strong support systems to nurture our next generation of talents, and rally the nation towards sporting excellence. It is a long-term, whole-of-society effort covering grassroots development, elite youth pathways, infrastructure and community / fan engagement.
As the Team Lead, UTR! Academy Girls (Girls Junior National Development Centre (JNDC), National Development Centre (NDC)), you will report to the Division Head, UTR! Academy Division. Your main responsibilities include overseeing the Junior National Development Centre (U8–U11) and National Development Centre (U12–U16), ensuring the holistic growth of athletes, building a strong pipeline of talent for the National Team, and spearheading strategic initiatives to enhance Singapore’s women’s football ecosystem. You will be in charge of the development and delivery, quality and continuous improvement of the overall UTR! girls’ programme at an elite level.

Key Responsibilities
Programme Development & Implementation
- Lead the planning, design, and delivery of the Girls’ JNDC and NDC programmes in alignment with the FAS National Playing Philosophy.
- Ensure progressive training plans and age-appropriate development across technical, tactical, physical, and mental aspects.
- Oversee player assessments, feedback, and Individual Development Plans (IDP) using Athlete Management System (AMS).
- Plan and manage training schedules, competitions, and overseas training trips.
- Support talent identification, recruitment, and scholarship pathways (local & overseas).
Team Leadership & Supervision
- Lead, mentor, and manage a team of coaches, technical experts, and support staff.
- Implement structured mentorship and performance management for coaches.
- Organise ongoing professional development for staff, ensuring consistency in coaching methodology and philosophy.
- Drive succession planning and conflict resolution to ensure a cohesive team environment.
Pathway Development & Stakeholder Engagement
- Collaborate with FAS, MOE, schools, SPL clubs, CoachSG, and other stakeholders to strengthen football pathways for girls.
- Develop long-term strategies for participation, performance, and professional progression in women’s football.
- Establish partnerships and MOUs to enhance opportunities for female athletes.
- Oversee the design and implementation of scholarship frameworks for elite players.
Women’s Football Ecosystem Development
- Spearhead strategies to grow participation and elevate the quality of women’s football in Singapore.
- Monitor and evaluate programme effectiveness through data analytics and stakeholder feedback.
- Drive national-level initiatives to expand the talent pool, coaching capacity, and elite competitiveness.
Requirements
Qualifications & Experience
- Degree in any field (sports-related degree or Master’s is an advantage).
- Minimum 5–7 years of experience in women’s football development and programme management.
- Proven experience managing partnerships with multiple stakeholders.
- Valid NROC membership.
- AFC “A” Licence or equivalent preferred.
- Prior experience in Singapore’s sports industry is an advantage.
- Strong leadership and team management skills with experience in mentoring and staff development.
- Excellent stakeholder engagement and relationship management skills.
- Strong communication skills (written & spoken) with good presentation ability.
- Strategic thinker with strong analytical and problem-solving abilities.
- Adept at utilising performance analysis tools and integrating sport science into athlete development.
- Passion for advancing women’s football in Singapore.
- Performance-driven, motivated, and resilient.
- Collaborative, open-minded, and able to build trust with athletes, coaches, and parents.
