• Prepares detailed performance-based Facility Support Contract (FSC) specifications, Statement of Work (SOW), technical plans and drawings.
• All products prepared must conform to U.S. Codes, host nation laws, and NAVFAC directives for Indefinite Delivery Indefinite Quantity (IDIQ) projects requiring Limited Engineering No Design effort/No Engineering effort Task Orders and Firm Fixed-Price Contracts.
• Meets with customers to ensure work packages meet customer needs and requirements are within scope.
• Independently reviews work requests for contract modifications, ensuring they are within the scope of the original contract.
• Prepares Independent Government Estimates (IGE) for labor, material and equipment using RSMeans or other similar estimating database.
• Submits work package to Contracting Officer.
• Assists the Contracting Officer with contractor negotiations to ensure the Government gets a fair and reasonable price.
• After contract award, participates in the pre‑performance contract conference.
• Provides technical contract management support on assigned projects to ensure continual progression of required actions without delay from date of assignment to contract completion.
• Updates project status on various computer databases including Interoperable Enterprise Facilities Management (ieFACMAN), Maximo, Microsoft Teams, Flank Speed, etc.
• Reviews, approves and makes recommendations for changes to contractor‑submitted plans and programs for work to ensure compliance with original manufacturer’s recommended preventative maintenance for equipment and systems.
• Reviews and analyzes contractor’s proposed prices and submittals and provides Contracting Officer with a technical evaluation for acceptability.
• Responds to Request for Information (RFI) as submitted in an adequate time.
