The ideal candidate will have strong technical and supervisory skills, with experience in coordinating complex construction activities in a live plant environment. Experience in planning or supervising lifting operations is a distinct advantage for coordinating critical equipment installation.

Requirements

Qualifications / Education & Certificate:

  • Bachelor’s Degree in Mechanical Engineering or a related field

Experience:

  • Minimum of 5 years of hands‑on site engineering experience in mechanical and piping construction within the oil & gas, petrochemical, or related heavy industries.
  • Proven experience working on natural gas projects (e.g., pipelines, meter stations, terminals, processing facilities) is highly preferred.
  • Robust understanding of construction sequencing, heavy equipment handling, and interface management.
  • Practical experience with lifting operations—such as reviewing lift plans, supervising crane operations, or coordinating rigging activities—is a significant advantage.
  • Possession of a valid Lifting Supervisor Certificate (Singapore MOM‑approved) is a strong plus but not mandatory.

Technical Skills & Knowledge:

  • Familiarity with Singapore's WSH (Lifting Operations) Regulations and lift planning processes.
  • Proficient in mechanical/piping codes (ASME, API).
  • Competent in reading isometric, general arrangement, and P&ID drawings.
  • Understanding of welding, NDE methods, and pressure testing procedures.

Communication & Interpersonal Skills:

  • Excellent communication, leadership, and problem‑solving skills. Strong interpersonal skills with excellent written and verbal communication abilities.

Work Style:

  • Strong commitment to safety, quality, and environmental standards.
  • Ability to work independently in a fast‑paced and dynamic, multicultural site environment.
  • Proactive, detail‑oriented, and results‑driven.
Key Responsibilities

Construction Supervision & Technical Execution:

  • Supervise and inspect the installation, alignment, testing, and pre‑commissioning of mechanical equipment (pressure vessels, heat exchangers, pumps, compressors, tanks) and piping systems.
  • Ensure all work is performed in strict compliance with project specifications, approved drawings (P&IDs, Isometrics, GAs), and relevant codes (ASME B31.3, API, SS).
  • Review and approve contractor Method Statements, Inspection & Test Plans (ITPs), and work procedures.
  • Monitor daily work progress, quality, and productivity of contractors. Prepare and submit daily progress reports.
  • Resolve technical and engineering issues at the site level in coordination with the design office and vendors.

Quality Assurance & Control:

  • Conduct systematic inspections of materials, fabrication, welding, and installation work.
  • Witness and sign off on critical tests, including hydrostatic/pneumatic tests, leak tests, and equipment functional tests.
  • Manage non‑conformance reports (NCRs) and ensure timely corrective actions.
  • Maintain accurate and timely quality records, test packs, and as‑built documentation.

Safety and Coordination:

  • Enforce strict adherence to site safety rules, Permit‑to‑Work (PTW) systems, and Singapore's Workplace Safety and Health (WSH) Act.
  • Conduct regular safety and workmanship inspections.
  • Coordinate effectively with other construction disciplines (Civil, Structural, E&I) to ensure seamless workflow and interface management.
  • Liaise with client representatives, consultants, and equipment vendors.

Lifting & Heavy Lift Coordination (Advantageous Area):

  • Utilize your experience to review and provide input on contractors' lift plans and rigging studies for major equipment installation.
  • Support the site lifting team by offering practical insights during pre‑lift meetings for complex mechanical equipment.
  • Supervise the mechanical aspects of lifts to ensure equipment is correctly prepared, supported, and landed.
  • Note: Primary responsibility for certified lifting supervision remains with dedicated Lifting Supervisors.
