This role demands a blend of hands‑on expertise, strategic foresight, and collaborative leadership within a dynamic, fast‑paced R&D environment.
Responsibilities
Strategic Facility Operations & Optimisation:
- Strategically manage daily operations, maintenance, and efficiency of complex utility systems (HVAC, CDA, vacuum, process exhaust, power, DI/chilled water, nitrogen, chemical waste).
- Ensure stringent cleanroom environments (ISO 5–8) consistently meet all specifications (temperature, humidity, particle count, pressure).
- Drive continuous improvement and optimise preventive maintenance (PM) schedules for facility equipment.
- Lead advanced troubleshooting and coordinate urgent corrective actions to minimise downtime.
Facility Development & Project Management:
- Lead all phases of facility projects from design conceptualisation, site walks, tender processes, installation, to commissioning for new R&D labs, pilot lines, and expansion initiatives.
- Collaborate closely with cross‑functional teams to translate their equipment utility requirements into innovative layout and facility design concepts.
- Develop and manage comprehensive project plans and budgets for facility upgrades, renovations, and new installations.
- Ensure all new tool installations and layout changes comply with safety, regulatory, and servicing standards.
- Develop facility readiness plans for critical new technology introductions and proto builds.
R&D Process Integration & Support:
- Act as the primary interface between facility engineering and the R&D teams, deeply understanding new processes, materials, and specialised equipment requirements.
- Ensure precise utility provision and environmental conditions for specialised R&D equipment (e.g., bonding machines, reflow ovens, optical alignment, precision assembly).
- Provide expert, hands‑on facility support during R&D activities that require specific environmental or facility condition adjustments.
EHS, Sustainability & Compliance Leadership:
- Champion and ensure all facility operations are in strict compliance with EHS, fire safety, hazardous material handling, and local building regulations.
- Oversee and drive the plant's sustainability initiatives, ensuring alignment with the company’s and local government regulations
- Maintain and meticulously update facility documentation, including layout drawings, P&ID, utility maps, and equipment specifications.
- Lead comprehensive risk assessments, manage permit‑to‑work processes, and ensure accurate statutory reporting and submissions to regulatory bodies (e.g., NEA).
Vendor & Stakeholder Management:
- Strategically manage relationships with contractors, service providers, and internal engineering teams for both routine maintenance and complex project execution.
- Lead root‑cause analysis for facility‑related failures, driving sustainable corrective and preventive actions.
- Foster strong cross‑functional collaboration and engagement with different teams within the company to meet operational goals.
Minimum Qualifications
- Bachelor's Degree in Mechanical, Electrical, Chemical, Facilities, or Mechatronics Engineering, or a closely related field.
- Proven expertise in facility management and engineering, coupled with extensive experience (18+years) in high‑tech manufacturing, semiconductor, or R&D environments, demonstrating a deep understanding of process equipment and its critical facility requirements.
- Proven expertise in managing, optimising, and troubleshooting complex utility systems (e.g., HVAC, CDA, DI water) and maintaining cleanroom operations (ISO 5–8).
- Demonstrated strong leadership, contractor management, and cross‑functional collaboration skills.
- Excellent communication and documentation skills.
- Strong project management skills.
Preferred Qualifications
- In‑depth experience with EHS regulations, risk assessments, permit‑to‑work processes, and statutory reporting.
- Specialized technical knowledge of facility systems, including sustainability principles, and energy management certifications
- Experience in process, packaging, optics assembly, or related advanced R&D environments.
- Strong analytical and problem‑solving capabilities, with a high attention to detail and an agile mindset for fast‑paced R&D.
- Hands‑on experience with CAD.
- Experience on the use of BMS (Building Management System).
