A prominent aviation authority in Singapore is seeking a Senior Manager (Medical Office) to lead operational management within its Medical Office. Responsibilities include overseeing medical fitness assessment processes, ensuring compliance with standards, and managing IT system initiatives. Senior Manager (Medical Office) serves as a key operational leader within Civil Aviation Medical Office (CAMB), responsible for the management of medical fitness assessment and certification processes for aviation licence holders. This role encompasses supervising backroom operations, coordinating with CAMB’s clinical service partner to ensure high customer service standards, and serving as the main administrator for the ELMeRS digital system. The role also involves ensuring compliance with ICAO standards and preparing for audits, whilst managing divisional administrative functions including budget, secretariat activities, and corporate responsibilities to support CAMB's mission of maintaining Singapore's exemplary standards in aviation medical oversight.
The officer will work under the supervision of the Assistant Director (Medical Office) to maintain the high level of effectiveness and productivity of the Medical Office. The officer’s primary responsibilities include:
Operations management: Oversee the efficient delivery of CAMB's medical fitness assessment and certification services through strategic process management and coordination with external stakeholders. Responsible for scheduling and managing Medical Assessor rosters to ensure timely completion of medical certification and clearance boards in line with established targets. Maintain rigorous compliance frameworks and comprehensive record-keeping systems to ensure continuous audit readiness and uphold CAMB's reputation for operational excellence in aviation medical oversight.
Business continuity and crisis management: Develop, maintain and regularly update standard operating procedures for business continuity plans, ensuring comprehensive training delivery to external partners on agreed protocols. Lead crisis response coordination with agility and clear communication, executing procedures seamlessly in partnership with external stakeholders when activated. Continuously refine business continuity frameworks and enhance organisational resilience through proactive planning, regular training programmes, and effective stakeholder coordination to ensure uninterrupted service delivery during operational disruptions.
IT system management: Serve as project manager for CAMB's e-service and electronic medical records system, providing strategic oversight and technical leadership to drive continuous improvement initiatives. Collaborate closely with system maintenance vendors to analyse performance issues, troubleshoot technical challenges, and accelerate resolution timelines. Lead comprehensive system upgrade projects and replacement initiatives from initial conception through to full implementation, ensuring seamless integration, enhanced user experience, and maintained operational continuity whilst safeguarding data integrity throughout all digital transformation processes.
Staff and Administrative functions: Support the Assistant Director (Medical Office) in strategic stakeholder engagement and corporate initiatives, including the provision of comprehensive staff and administrative support across CAMB's diverse portfolio of initiatives including mental health programmes, fatigue risk management, human factors research, training course development, regulatory framework advancement, and research projects. Deliver essential secretariat services, data management, and operational implementation support to ensure successful project outcomes and advance CAMB's mission as a leading aviation medical authority.
Note: Your appointment designation will be commensurate with your relevant work experience. Successful candidates will be offered a 3‑year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
