A leading instructional design company in Singapore is seeking a Senior Instructional Designer to create high-quality learning programs that support the public sector's digital transformation. Responsibilities include designing both self-paced and instructor-led content, collaborating with stakeholders to ensure effective learning outcomes, and implementing hybrid learning models. The ideal candidate will have 5–7 years of experience in instructional design with a focus on digital technology and complex topics, preferably in AI and Data Engineering.
As a Senior Instructional Designer, you will design and develop high-quality learning programmes that support Singapore’s public sector digital transformation. You will collaborate with senior stakeholders to create scalable, engaging learning solutions. Your role includes scoping requests, developing course architecture, designing eLearning and instructor-led content, and iterating based on feedback. The focus is on effective learning outcomes, even for technical subjects. You will not be responsible for course delivery.
Your assignments may include large-scale programmes (e.g., 50+ participants) and role-based learning maps from behavioural schemas. You will thrive in an agile environment, rapidly iterating to deliver impactful solutions. Your work will ensure that learners can track their progress through personalized learning pathways aligned with organizational goals.

Design and validate comprehensive learning programmes for key ICT&SS skills like AI, Data Engineering, and Product Management.
Collaborate with SMEs and senior stakeholders to structure content for effective learning outcomes.
Develop both self-paced and instructor-led content that aligns with instructional design best practices.
Work in an agile manner, rapidly prototyping and refining content based on feedback.
Develop strawman drafts and incorporate feedback to improve learning materials.
Develop learning maps based on behavioural schemas to identify key competencies for specific roles.
Use these maps to structure personalized learning pathways aligned with organizational objectives.
Design and implement hybrid flipped classroom programmes, integrating self-paced and live sessions.
Lead the creation of interactive eLearning modules and customized classroom training.
Structure content in a logical flow, incorporating activities, assessments, and multimedia for optimal outcomes.
Develop clear, concise facilitator guides, learner handouts, and assessments for seamless delivery.
Engage with senior stakeholders, including directors and policy leaders, to ensure alignment with organizational goals.
Facilitate discussions on curriculum design to ensure the programmes meet both strategic and learner needs.
Identify when and what requirements to bring in vendors based on project needs and capabilities.
Oversee quality management of vendor deliverables, ensuring compliance with standards and timelines.
Analyse learner feedback and performance metrics to improve the learning experience.
Stay updated on emerging trends in instructional design, learning technologies, and digital skills.
5–7 years of experience in instructional design, focusing on digital technology and complex topics.
Proven experience in developing learning programmes in technical areas (AI, Data Engineering, Product Management).
Strong understanding of instructional design methodologies (e.g., ADDIE, SAM) for in-class and eLearning formats.
Experience in agile development, with the ability to prototype, gather feedback, and iterate.
Solid understanding of digital technologies and ability to advise on structuring content for technical topics.
Experience in hybrid and blended learning solutions, combining self-paced and live delivery components.
Excellent communication and collaboration skills, with experience engaging senior stakeholders.
Ability to manage and prioritize multiple projects effectively with cross-functional teams.
Deep commitment to creating learner-centric content and ensuring effective learning outcomes.
Strong skills in designing assessments and interactive elements that engage learners and support mastery of complex subjects.
