Regional HR Manager, you will lead and deliver people strategies across multiple countries to support business objectives and strengthen organizational culture. You will partner closely with regional leaders and managers as a trusted advisor, ensuring consistent and effective HR practices aligned with business and talent needs.

Responsibilities:
- Partner with business leaders in Singapore and overseas regions to deliver proactive HR business partnering and operational support.
- Manage end-to-end HR lifecycle including recruitment, onboarding, employee transfers, performance management, confirmation, and exit processes.
- Provide HR support to overseas business units in USA, Netherlands, Brazil, with additional coverage across Asia and Middle East.
- Serve as the primary HR point of contact for regional stakeholders, aligning HR solutions with business objectives.
- Lead full-cycle talent acquisition for overseas business units, including workforce planning, job posting, candidate screening, and interview coordination.
- Prepare and administer HR documentation such as employment contracts, confirmation letters, promotion letters, bonus letters, and exit documents.
- Process Singapore payroll and CPF submissions; review overseas payroll to ensure accuracy, compliance, and governance.
- Handle employee enquiries related to payroll, leave, benefits, and HR policies.
- Manage work pass applications, renewals, and cancellations in compliance with local regulations.
- Initiate and coordinate confirmation reviews and annual performance appraisal cycles, ensuring timely completion.
- Conduct exit interviews and provide management insights.
- Maintain accurate employee records and personnel files (P-files) for overseas business units.
- Prepare and submit HR and management reports including headcount, payroll summary, costing, performance, dashboards, and general journal entries.
- Coordinate statutory reporting and compliance submissions (MOM Survey, Annual Non-discrimination Testing).
- Liaise with government agencies and regulatory authorities on HR-related matters.
- Assess training needs, recommend development plans, and coordinate employee training and development programs.
- Support the development and implementation of HR initiatives, projects, and policy updates.
- Ensure compliance with HR policies, procedures, and local labor regulations.
- Coordinate annual manpower and HR budgeting for Singapore and overseas business units.
- Oversee administrative functions to support smooth daily operations.
- Support company events and corporate activities.
- Perform additional HR and administrative duties as assigned by management.
Requirements:
- Bachelor’s degree in related discipline.
- Min 7 years of progressive experience in Human Resources.
- Min 3 years of experience in an HR Business Partner or HR Manager role.
- Demonstrated experience partnering with business leaders and stakeholders, providing strategic HR advisory support beyond transactional HR operations.
