Job Description
  • Prepare detailed cost estimates, BOQs (Bills of Quantities), and tender documents for mechanical and piping projects.
  • Analyze project specifications, drawings, and contracts to assess cost requirements.
  • Conduct feasibility studies and risk assessments for cost-related decisions.
  • Administer contracts, including subcontractor agreements, variations, and claims.
  • Evaluate and negotiate contract terms with suppliers, vendors, and subcontractors.
  • Ensure compliance with contractual obligations and local regulations (e.g., Singapore Standards, BCA, and SIA requirements).
  • Assist in procurement processes, including material take-offs, supplier evaluations, and cost comparisons.
  • Prepare and evaluate subcontractor quotations for mechanical and piping works.
  • Liaise with suppliers and subcontractors to ensure cost-effective procurement.
  • Monitor project expenditures, track variations, and provide cost reports to management.
  • Identify cost-saving opportunities without compromising quality or safety.
  • Review and certify progress claims, invoices, and final accounts.
  • Collaborate with project managers, engineers, and clients to ensure alignment on cost and contractual matters.
  • Attend site meetings and provide cost-related advice for mechanical and piping installations.
  • Resolve any commercial disputes related to project costs or contracts.
  • Maintain accurate records of all cost-related documents, contracts, and change orders.
  • Ensure adherence to company policies, industry standards, and Singapore regulatory requirements.
Requirements
  • Diploma/Degree in Quantity Surveying, Mechanical Engineering, Construction Management, or related field.
  • Minimum 3-5 years of QS experience in mechanical, piping, or oil & gas projects (Singapore experience preferred).
  • Proficient in AutoCAD, CostX, Bluebeam, or similar QS software.
  • Strong knowledge of mechanical & piping materials, construction methods, and industry standards.
  • Familiarity with FIDIC, NEC, or PSSCOC contracts is advantageous.
  • Excellent negotiation, analytical, and problem-solving skills.
  • Strong communication and teamwork abilities.
  • Ability to work under tight deadlines in a fast-paced environment.
  • Proficiency in Cost Control, Cost Management, and Cost Planning.
  • Experience in preparing and managing Bills of Quantities (BOQ).
