Job description
Key Responsibilities
  • Procurement Planning:
    • Assist in formulating procurement strategies aligned with project objectives.
    • Develop and implement project procurement schedules in line with construction timelines and budget requirements.
    • Develop cost estimates for potential cost impact items, including materials, labour, and equipment.
    • Perform feasibility studies and risk assessments to guide informed procurement decisions.
    • Identify long-lead items and critical materials to prevent project delays.
  • Value Engineering
    • Recommend cost-saving alternatives without compromising quality.
    • Support design teams in optimizing material selection and construction methods.
  • Sourcing & Evaluation:
    • Source and evaluate suppliers, subcontractors, and vendors to ensure quality, cost-effectiveness, and reliability.
    • Conduct technical and commercial evaluations of quotations in collaboration with engineering and project teams.
  • Tendering & Negotiation:
    • Prepare and issue Request for Quotation (RFQ), Request for Proposal (RFP), and tender documents.
    • Negotiate pricing, terms, and conditions with vendors to achieve the best value for the company.
  • Contract & Documentation Management:
    • Monitor, check and purchase orders and subcontract agreements in accordance with company policies.
    • Ensure all procurement documentation complies with internal procedures and audit requirements.
    • Track and maintain procurement records for materials, equipment, and subcontractors.
  • Coordination & Communication:
    • Coordinate with project, engineering, and site teams to align procurement activities with project requirements.
    • Liaise with logistics and warehouse teams to monitor material delivery schedules and resolve discrepancies.
  • Cost Control & Reporting:
    • Monitor procurement budgets and cost variances.
    • Provide regular reports on procurement status, vendor performance, and material cost analysis.
  • Compliance & Quality:
    • Ensure all purchased materials meet technical specifications, quality standards, and environmental/sustainability guidelines.
    • Support ISO, BCA, and compliance to internal requirements (procurement policy, legal, contractual, and safety regulations).
    • Identify commercial risks and implement mitigation strategies.
Requirements
  • Education:
    • Bachelor’s Degree or Diploma in Engineering, Construction Management, Quantity Surveying, Supply Chain, or a related discipline.
  • Experience:
    • Minimum 3–5 years of relevant experience in procurement within the construction industry.
    • Strong understanding of construction materials, equipment, and subcontracting works.
  • Skills:
    • Excellent negotiation, communication, and analytical skills.
    • Proficient in MS Office and ERP/procurement software.
    • Strong organizational and time management skills with attention to detail.
    • Familiarity with Singapore’s construction procurement regulations and vendor landscape is an advantage.
