Job summary

A leading Underground Utilities Infrastructure company in Singapore is looking for a Procurement Assistant or Procurement Executive to join their dynamic team. We provide Underground Utilities Infrastructure construction and maintenance, sewer pipeline rehabilitation, road and airfield construction and maintenance as well as asphalt pre-mix production and construction waste recycling.

RESPONSIBILITIES

Ley Choon Group is looking for passionate and detail-oriented individuals to become part of our dynamic Procurement team as a Procurement Assistant or Procurement Executive. In this role, you will play a key part in driving our operations forward by ensuring seamless sourcing, purchasing, and delivery of goods, materials, and services.

QUALIFICATIONS
Key Responsibilities:
For Procurement Executive
  • Manage daily procurement activities, including sourcing and purchasing of equipment, spare parts, goods, and services.

  • Oversee procurement processes to ensure efficiency, compliance, and alignment with organizational needs.

  • Source, negotiate, and purchase items from local and overseas vendors.

  • Evaluate vendor quotations for technical and commercial compliance.

  • Plan, issue, and monitor Purchase Orders (POs), delivery schedules, and shipment timelines.

  • Resolve supply, quality, service, and invoicing issues with vendors promptly.

  • Conduct annual ISO performance reviews for vendors and evaluate supplier performance.

  • Implement internal procurement strategies for high-demand and short lead-time requirements.

  • Maintain accurate records in procurement databases and conduct market research for sourcing opportunities.

  • Prepare reports and presentations for management meetings.

  • Perform other duties as assigned by supervisor or Head of Department (HOD).

For Procurement Assistant
  • Submit backup Purchase Requests (PRs) for urgent orders and handle routine PRs and POs.

  • Support procurement team in administrative tasks, document management, and data entry.

  • Maintain SOPs and compliance documentation.

  • Coordinate with Finance, Admin, and program departments to ensure timely vendor payments and integrated internal controls.

  • Communicate with staff and programs regarding orders and supply deliveries.

  • Maintain supplier information and monitor local market conditions.

  • Support ethical and professional supplier relationships.

  • Perform other duties as assigned by supervisor or Head of Department (HOD).

Qualifications:
  • Minimum Diploma in Supply Chain, Purchasing Management, Engineering, or equivalent.

  • Procurement Executive: Minimum 3 years of relevant procurement experience (construction industry experience preferred).

  • Procurement Assistant: Minimum 1 year of relevant experience (construction industry experience preferred; entry-level candidates encouraged to apply).

  • Strong understanding of procurement and supply chain procedures.

  • Resourceful, self-driven, proactive, and able to work independently or in a team.

  • Strong communication and interpersonal skills.

  • Able to work under pressure in a fast-paced environment.

  • Eager to learn and take on new responsibilities.
