Job summary

A construction services company in Singapore is seeking a Resident Technical Officer to oversee site inspections, ensure compliance with building regulations, and document progress in demolition and reinstatement works. The ideal candidate should have a degree in Civil or Structural Engineering and at least five years of relevant experience, with fluency in Mandarin and local dialects as a plus. This position requires strong organizational and communication skills and involves working from Monday to Saturday.

Qualifications

  • Well conversant in local Building Control Act and Regulations.

Responsibilities

  • Conduct regular site inspections and provide daily progress reports.

Job description

Contract Period: Dec 2026 to Sep 2027.

Working hours
  • Monday to Saturday: 8:30am to 6:00pm (Full day)
  • Total working days per month: Thirteen (13) days
  • Service not required on Sundays and gazetted public holidays
Scope of Services
  • Conduct regular site inspections to monitor all progress work which includes reinstatement works and provide daily progress reports
  • Ensure that all works comply with relevant building codes, regulations and legislation.
  • Document and report any site deviations and discrepancies from the approved as-built plans.
  • Maintain records of inspections, observations, and correspondence related to all works.
  • Ensure that all works are completed within the targeted timeframe.
  • Conduct final inspections to verify that all works have been completed satisfactorily and that the site has been restored to its original condition.
  • Assist in the resolution of any disputes or claims related to all works.
  • Liaise with the existing tenants for on-site inspection.
  • Provide recommendations for improvements or modifications to demolition, reinstatement processes, repair works, as necessary.
Qualifications, skills and experience
  • Be accredited with the IES-ACES Joint Accreditation Committee (JAC)
  • Hold a qualification in Civil Engineering or Structural Engineering disciplines by local or foreign educational institution, university or polytechnic
  • Have at least five years (5) of experience as a Resident Technical Officer (RTO)
  • Be well conversant in local Building Control Act and Regulations;
  • Be proficient in Microsoft Office application, particularly Word, Excel and PowerPoint for the preparation of weekly progress report and documentation;
  • Be physically fit to perform all site-related duties
  • Require fluency in Mandarin and local Chinese dialects (e.g., Hokkien, Teochew, or Cantonese) to effectively communicate with our Mandarin- and dialect-speaking tenants and their families
