Job description
What the role is:

As a Manager/Senior Executive/Executive in our Engagement team, you will collaborate with partners within PSD and across Government to develop and execute strategies to engage 154,000 public officers to support PSD’s mission to build a first-class Public Service. This would include managing multiple concurrent events from concept to delivery, working both independently and collaboratively across the Public Service.

What you will be working on:
  • Building and activating officer communities:
    • Identifying champions, facilitating meaningful dialogue, and nurturing advocacy networks that generate authentic participation across agencies.
  • Conceptualising branding and engagement activities: from visual guidelines to events that promote learning, innovation, and well‑being for public officers.
  • Developing feedback mechanisms to collect and derive insights on officers’ views on various policies and initiatives.
  • Writing clear, engaging content that connects with public officers’ experiences and motivations, demonstrating understanding of the public service context and officer mindset.
  • Producing compelling communications materials across various formats (electronic direct mailers, infographics, newsletters, photo and video stories) for internal and external audiences.
  • Events Management: planning and executing a range of events for diverse audiences to meet PSD’s comms and engagement objectives.
  • Programme and Project Management: managing the life cycle of projects from development to decline within the stipulated scope, timeline and budget, and in line with PSD’s values. This requires strong project management and problem‑solving skills.
What we are looking for:
  • Employee Engagement & Community Building – Ability to identify, connect with, and activate officers as genuine advocates and participants. This requires emotional intelligence to understand different motivations, interpersonal skills to build trust across hierarchical levels, and experience in growing organic communities.
  • Communications & Content Development – Ability to craft clear, engaging content that resonates with public officers’ experiences, and produce communications materials across various formats and platforms. This includes both strategic messaging skills and technical capabilities in visual design software (e.g. Adobe Creative Suite).
  • Facilitation & Stakeholder Management – Skilled in creating productive dialogue, managing group dynamics, and working effectively with stakeholders at all levels to co‑create solutions and build consensus on initiatives. Ability to actively engage stakeholders at all levels, both internally and externally, to co‑create solutions that meet their needs while advancing PSD’s objectives.
  • Analytical Thinking & Problem‑Solving – Strong ability to work with ambiguity, analyse engagement data to inform strategies. Able to investigate loosely defined problem spaces, sense‑make, and propose and implement sound solutions in dynamic environments within tight timeframes.
