Job description
Job Purpose

The Manager, Communication System Engineering, is to provide leadership and management to his team. The team is expected to provide engineering solutions to reliability problems affecting Communication system and their associated equipment. He will be required to coach and guide the team in defect troubleshooting, failure analysis, reliability trending, and develop engineering solutions to the problems identified; ensuring that each system and sub‑system is performing within the defined reliability targets. He will also have to collaborate with other internal and external stakeholders on engineering and maintenance efforts and ensure high system reliability and availability.

Responsibilities
  • Effectively lead his team to work effectively with Ops and Maintenance staff from the Lines as well as other engineering departments to investigate defects.
  • Lead his team in analyzing and trending condition monitoring and defect data to identify reliability concerns. They are to develop methods, propose modifications and improve maintenance strategies to overcome them.
  • Vet and review technical work instructions for preventive and corrective maintenance activities.
  • Review and update System Hazard log and Risk register.
  • Identify and implement cost effective technologies to enhance SMRT Communication system performance.
  • Support LTA and SMRT projects in reviewing project design specifications and ensure their adequacy for the safety, reliability, maintainability and operability. To provide other engineering support to the projects, as required.
  • Responsible for his team's technical competency, safety, welfare, learning and development. He is to coach, nurture and develop his team in engineering and management skills.
  • Responsible for the effective knowledge management of the systems under his charge.
  • Identify and report any safety concerns at the workplace.
  • Undertake any other tasks or functions that are incidental or ancillary to the performance of the works, as assigned by supervisor.
  • Work in any SMRT line or Maintenance Depots.
Qualifications & Work Experience
  • Bachelor degree in Electrical & Electronics Engineering or equivalent.
  • More than 8 years of experience in Communication System related field.

Technical skills include:

  • Good foundation in Communication Backbone Network (CBN), Trunk Radio System (TRS), Public Address (PA), Video Surveillance System (VSS), Station Travel Information System (STIS), Private Telephony Network (EPAX), Fence Intrusion Detection System (FIDS), Access Management System (AMS)
  • Good understanding of computer IP network. Ability to troubleshoot and analyze network issues.

General skills include:

  • Adept with diagnostic and reliability engineering methodologies, such as Weibull Analysis, Failure Mode and Effect Criticality Analysis, Fault Tree Analysis, and Best practices in Maintenance Science.
  • Good leadership and interpersonal skills.
  • Strong analytical and decision‑making abilities.
  • Fluent in written and oral communication skills in English.
