You will plan and ensure that NLB premises are well managed and maintained, contributing to a high standard of building services and the provision of a conducive environment, to support the delivery of a comprehensive suite of library products and services.

What you will be working on:
  • Plan and effective implementation of operational management to optimize maintenance performance of the premises.
  • Ensure the necessary preventive maintenance works are being scheduled, carried out in order and verification of works/documentation.
  • Ensure timely response to any faults, and rectification works to be duly carried out.
  • Manage and supervise the performance of the Facilities Management Contractors (FMCs) to ensure that they perform their roles accordingly and effectively.
  • Manage and ensure FMC and vendors conduct good Workplace Safety practices when conducting the maintenance regime.
  • Support Sustainability Office and implement environmental and sustainable practices in maintenance regime.
  • Analyze data to review faults, breakdowns that are frequent in nature and jointly work out solutions with FMC & vendors.
  • Implementation of maintenance contract and building improvement works through preparing and managing tenders in Public Sector FM or construction related procurement.
  • Oversee and monitor the progress of the projects (i.e. R&R and building improvement works), to ensure projects are completed on time and within budget. Manage and implement organisation governance through Standard Operating Procedures (SOP) i.e. Change Request and Contract Variation.
  • Oversee and ensure timely replacement, installation, and proper functioning of capital assets, to prevent breakdown of Mechanical & Electrical equipment and enable NLB premises to operate without disruptions.
  • Implement and manage Smart FM solutions that improve productivity in maintenance, operation and administration.
  • Ensure adequacy of tender specifications for maintenance and improvement works contracts; ensure maintenance standards and schedule of works are performed in accordance with the terms of the contract and service standards; review and manage contractors' performance and KPIs.
  • Prepare, review, and manage annual budget requirements for maintenance, R&R and capital replacement works.
  • Ensure value for money in procurement of goods and services and that procurement procedures are in full compliance, with proper and timely payment of claims.
  • Manage internal and external stakeholders and ensure the quality service are maintained by enforcing quality and user service standards, analysing and resolving quality and user service problems and recommending system improvements.
  • Close collaboration with other government agencies to achieve common alignment towards Whole of Government (WOG) objective/targets and ensure statutory requirements are fully complied with.
  • Execute proper and timely administrative and documentation archive process such as digital filing.
  • Involve in organisation audit process and ensuring accurate provision of information (i.e. email correspondence, project document, payment verification, etc).
What we are looking for:
  • At least 5 years of relevant experience with backgroundin Engineering. Candidates with related working experience in Building, Project & Facilities Management, or equivalent may also apply.
  • Possessed relevant experience in project & contract management, contract specification, management and administration.
  • Experience in preparing and managing tenders in Public Sector FM or construction related procurement. Knowledge in administrative process in government portal (i.e. Gebiz, WorkDay).
  • Certified Fire Safety Manager, Water Efficiency Manager, knowledge in ACMV, Green Mark Certification, BIM or implementing Smart FM solutions will be an added advantage.
  • Effective communication and reporting skills, both written and verbal, with the ability to influence and negotiate with stakeholders. Strong presentation skill and report writing is preferred.
  • Strong team player with good networking skills.
  • Meticulous and analytical.

The successful applicant will first be appointed on a 2-year contract basis.
